Community Development Grant Programs
Manatee County Community Development Programs are funded by the federal U.S. Department of Housing and Urban Development (HUD). The CDBG program is a flexible program that provides communities with resources to address a wide range of unique community development needs. The goal of the program is to provide affordable housing, social services, infrastructure, and opportunities to expand economic opportunities, principally for low- and moderate-income persons.
To be considered for CDBG funding, an activity must meet one of the following National Objectives:
- Benefit to low- and moderate-income persons.
- Aid in the prevention or elimination of slums or blight as defined by HUD.
- Meet a community need having a particular urgency because existing conditions pose a serious and immediate threat to health or welfare.

Manatee County is a participating jurisdiction in the following three Community Planning and Development entitlement programs.
Community Development Block Grant (CDBG)
The Community Development Block Grant (CDBG) program supports public services and improvements that benefit low- and moderate-income individuals, families and neighborhoods. Federal regulations governing the CDBG program are in Title 24 of the Code of Federal Regulations Part 570 (24 CFR 570).
Home Investment Partnership (HOME)
The HOME Investment Partnership (HOME) program supports to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary, and affordable housing, with primary attention to rental housing, for very low-income and low-income families. The program is also an essential in providing rental assistance for families in need. Federal regulations governing the HOME program are in Title 24 of the Code of Federal Regulations Part 92 (24 CFR 92).
Emergency Solutions Grant (ESG)
The Emergency Solutions Grant (ESG) program supports initiatives targeted at the unhoused population. ESG resources provide essential services related to emergency shelters, street outreach, homelessness prevention, and rapid re-housing assistance. Federal regulations governing the ESG program are in Title 24 of the Code of Federal Regulations Part 576 (24 CFR 576).

Fair Housing
The Consolidated Plan regulations require Manatee County to "affirmatively further fair housing" within their jurisdiction. One tool to demonstrate affirmatively furthering fair housing is through the completion of an Assessment of Fair Housing (AFH).
The AFH is a review of contributing factors to the lack of fair housing choice in the public and private sector, and involves:
- A comprehensive review of an Entitlement jurisdiction’s laws, regulations, and administrative policies, procedures, and practices.
- An assessment of how those laws, etc. affect the location, availability, and accessibility of housing.
- An assessment of conditions, both public and private, affecting fair housing choice for all protected classes.
- An assessment of the availability of affordable, accessible housing in a range of unit sizes.

The US Department of Housing and Urban Development (HUD) is the federal agency charged with US Department of Housing and Urban Development is responsible for processing fair housing complaints and educating the public regarding fair housing law.
