Lasting Manatee (Community Development Block Grant - Disaster Recovery)

   Timeline

January to May 2025 – Unmet Needs Assessment is compiled from FEMA and SBA datasets, consultations with County Partners and municipalities, as well as survey data from Manatee County residents and businesses.

 May 21, 2025 – Lasting Manatee (CDBG-DR)’s Draft Action Plan is published for an official 30-day comment period with a minimum of two public hearings. 

 June 30, 2025 – Finalized Action Plan will be submitted to US Dept of Housing and Urban Development (HUD) for review.

 July 2025 – Request For Proposal (RFP) is posted for bid solicitation. Contracts may be finalized after approximately 120 days.

 August 2025 – Lasting Manatee (CDBG-DR) Financial Certifications are submitted to HUD

 Fall 2025 – HUD approves Action Plan. HUD approves Financial Certifications.

 Late Fall to Early Winter 2025 – HUD sends Grant Agreement to Lasting Manatee (CDBG-DR). Grant Agreement then goes before the Board of County Commissioners at the next available meeting, and is next returned to HUD.

 Late Fall to Early Winter 2025 – HUD confirms that Grant Agreement is executed, and programs are launched for implementation.

 Early 2026Lasting Manatee (CDBG-DR) begins application processes for individual assistance and infrastructure projects.

   History of HUD CDBG-DR

Manatee County has been awarded $252,711,000 in Community Development Block Grant―Disaster Recovery (CDBG-DR) funds from the US Department of Housing and Urban Development (HUD) due to damage from hurricanes Debby, Helene, and Milton.

All HUD CDBG-DR appropriations are intended to accomplish the following for areas affected by Presidentially declared disasters:

  1. Rebuild disaster-impacted areas and provide crucial seed money to start the long-term recovery process.
  2. Grants are to help low- and moderate-income areas that otherwise might not recover due to limited resources, and mitigate against damage from future storms.

   Action Plan and Comments

The draft Action Plan was published here for public comment on May 21, 2025. The draft Action Plan was submitted to the Manatee County Board of County Commissioners on June 20, 2025, and the Board-approved version was published here on June 24, 2025.

   Citizen Participation Plan

A second version of the Citizen Participation Plan has been published, and Manatee County is accepting public comments from August 14, 2025, through August 20, 2025.

Suggestions for Infrastructure Projects

Lasting Manatee (CDBG-DR) is accepting potential project suggestions from County Partners, social service organizations, nonprofits, community groups, and business organizations. The link to submit project suggestions will be active through the launch of Lasting Manatee (CDBG-DR) programs (estimated availability: Early 2026).

Project-Related Timeline Information

The CDBG-DR grant is complex and requires the soliciting of project ideas (which will take at least 60 days) and a 30-day comment period before we are able to identify which projects will be funded.

Then, after we have submitted the Action Plan to Housing and Urban Development (HUD) for review, it will take approximately another 45 days for them to provide us with the Grant Agreement that will authorize us to fund the programs.

At that time, we will begin soliciting for construction contract bids. We will be putting the bids for contracts on our Lasting Manatee CDBG-DR website as well as following our normal Procurement processes to ensure that they are publicly available to everyone.
