Animal WELFARE

The Division of Animal Welfare enforces the County's Animal Ordinance and the Florida Laws relating to animals. Animal Welfare provides an animal adoption program, picks up and shelters stray, sick and/or injured animals, issues rabies licenses/certificates, investigates animal cruelty and neglect, and quarantines animals that have bitten someone. Animal Welfare maintains public health and safety through the enforcement of laws and ordinances related to animals. To promote responsible pet ownership, promote adoptions, and reduce pet overpopulation they work closely with all area shelters, local animal groups and animal welfare organizations.

Community Health

Community Health is a restructuring of existing healthcare resources, not a new means to increase healthcare spending. The community health approach is designed to support and augment other patient-centered delivery models by providing an optimized mix of healthcare and patient navigation at a lower cost than traditional models. The community health model is an innovative, proven solution to provide high-quality primary care and preventative services by employing a currently available and often underutilized healthcare resource, Paramedics. The Community Health Program is designed to address and fill healthcare gaps existing within our community.  The Community Health Program integrates specially trained prehospital professionals with an expanded role, who assist with closing healthcare gaps and improving access while decreasing healthcare costs.

Emergency Communications Center (9-1-1)

The Emergency Communications Center (ECC) is the Public Safety Answering Point (PSAP) for all 9-1-1 calls in Manatee County, as well as the city of Palmetto, Anna Maria, Holmes Beach, Bradenton Beach and Longboat Key. ECC also receives all wireless 9-1-1 Calls for Manatee County. ECC provides emergency and non-emergency services twenty-four hours a day, seven days a week to the citizens of Manatee County that access the 9-1-1 System.  All call-takers working in the ECC are certified in Emergency Medical Dispatch (EMD), Emergency Fire Dispatch (EFD) and Emergency Police Dispatch (EPD) through the International Academy of Emergency Dispatch. ECC processes emergency and non-emergency law enforcement calls for the Manatee County Sheriff's Office, Manatee County Emergency Medical Services (EMS), Manatee County Fire Districts, Beach Patrol, and Animal Services.

Emergency Management

Emergency Management develops and manages a community-wide disaster program addressing the interface between governments, citizens, businesses, the school board, emergency response and not-for-profit agencies to minimize the effects of natural or man-made disasters. Our quality programs address the four phases of emergency management; preparedness, response, recovery and mitigation. The program ensures all State and Federal planning and operational program requirements are compliant. The Emergency Operations Center is managed under the Federal National Incident Management System and provides for the coordination of all emergency response and recovery activities. During emergency operations center activations, EM oversees the entire response and recovery efforts of a multi-jurisdictional emergency event and ensures that the Board of County Commissioners’ disaster policy recommendations are enforced.

Emergency Medical Services

EMS provides advanced pre-hospital emergency medical care and transportation to the citizens and visitors of Manatee County in accordance with state and national standards for medical care. The EMS division interacts with multiple agencies to provide unified support during disasters and major incidents. EMS has several special teams which include Honor Guard, HazMat, SABER (bike medic), and SWAT. EMS proactively promotes health and safety by educating children and parents about adverse conditions and situations that may affect their environment. EMS operates a robust quality assurance program to acquire and study significant data regarding fleet performance and medical control.

Beach Patrol

Beach Patrol provides our residents and tourists with professional lifeguard response and rescue on our county’s beaches, the gulf and intra-coastal waterways while administering quality, on-scene emergency medical care and transport.  Lifeguard personnel are on duty 365 days a year from 9:00 a.m. to 5:00 p.m., at both Coquina and Manatee Public Beaches. The Lifeguards are trained in professional open-water rescue techniques, on-scene emergency medical care, waterfront safety and ordinance enforcement. Beach Patrol works alongside the United States Coast Guard, Fish and Wildlife Commission, as well as, local law enforcement agencies. The Division responds to water and land-borne emergencies along the 17+ miles of coastline and the areas that are adjacent to our guarded parks. The response corridor extends from the Sarasota/Manatee county line to Port Manatee.
