NOTICE OF DEVELOPMENT OF REGIONAL IMPACT AND ZONING CHANGES IN UNINCORPORATED MANATEE COUNTY

 NOTICE IS HEREBY GIVEN, that the Planning Commission of Manatee County will conduct a Public Hearing on September 11, 2025, at 9:00 a.m. or as soon thereafter as same may be heard at the Manatee County Government Administrative Center, 1st Floor, Patricia M. Glass Chambers, 1112 Manatee Avenue West, Bradenton Florida to consider, act upon, and forward a recommendation to the Board of County Commissioners on the following matters:

 Ordinance No. 25-43 – Sarasota Bradenton International Airport  –  PLN2505-0192

An Ordinance of the Board of County Commissioners of Manatee County, Florida, amending and restating a Development Order pursuant to Chapter 380, Florida Statutes, for the Sarasota Bradenton International Airport Development of Regional Impact, (Ordinance 21-05) (DRI #15); to approve the following changes to Map H and the Development Order to: 1) delete 20,000 square feet of light industrial uses from Phase 1 and add 20,000 square feet of school of special education uses to Phase 2 on Outparcel 2; 2) clarify the acreages devoted to each land use in Outparcel 2; 3) to reflect the statutory tolling and extension of expiration dates, codify and restate the existing Development Order for DRI #15, revisions to terminology and format, and clarification changes; providing for severability and providing an effective date.

 Sarasota Bradenton International Airport is bordered by US 41 to the west, Tallevast Road to the north, 15th Street East (Old US 301) to the east and University Parkway to the south on (approximately 1,123.45 acres) and zoned PDMU/AI (Planned Development Mixed Use/Airport Overlay Districts).

 PDMU-99-07(G)(R8) – Sarasota Bradenton International Airport DRI #15 – Sarasota -Manatee Airport Authority – PLN2505-0191

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending Ordinance PDMU-99-07(G)(R7) zoned PDMU/AI (Planned Development Mixed Use / Airport Impact Overlay District), approving a revised General Development Plan to remove 20,000 square feet of light industrial uses and add 20,000 square feet of school of special education uses on Outparcel 2, an approximately 8.32 acre parcel, generally located north of West University Parkway on the east side of 15th Street East and commonly known as 8324 Lindbergh Court, Sarasota, 34243 (Manatee County); subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability; and providing an effective date. 

 The Sarasota Bradenton International Airport is generally bounded by Tallevast Road to the north, University Parkway to the south, 15th Street East to the east, and U.S. 41 to the west on (approximately 1,123.45 acres). Outparcel 2 is located on the east side of 15th Street East and the north side of University Parkway (approximately 50.79 acres).

 PDMU-25-03(G) – Hilton Livsmart & Woodspring Suites Hotels – Gulf Coast Factory Shops LTD PA– PLN2501-0193

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, approving a General Development Plan for: 1) an existing 515,766 square foot commercial development (to remain unchanged) and 2) the addition of one hotel with up to 122 rooms and one hotel with up to 124 rooms (for a maximum of up to 110,060 square feet), on a 68.79 acre property, located at the northeast corner of I-75 and US 301, south of 29th Street East and west of 60th Avenue East in Ellenton (Manatee County), commonly known as the Gulf Coast Factory Shops/Ellenton Premium Outlets; the property is zoned PDMU/CPA (Planned Development Mixed Use/Coastal Planning Area), subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability, and providing an effective date.

 PDR-24-18(Z)(P) – Penler Lorraine – T Ralph Taylor Jr. Family Limited Partnership LLLP (Owner) – Penler Development LLC (Contract Purchaser)– PLN2406-0126

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of two parcels, totaling approximately 19.51 acres, generally located 1,130 feet south of 44th Avenue East along the east side of Lorraine Road in Bradenton (Manatee County), commonly known as 4973 and 4985 Lorraine Road, from A (General Agriculture) to PDR (Planned Development Residential) Zoning District; approving a Preliminary Site Plan for 232 multifamily residential dwelling units with at least 25% of those units designated as affordable housing, subject to a proposed Land Use Restriction Agreement (LURA); subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability, and providing an effective date.

 PDR-25-04(Z)(G) – 5TH Street – Elmington – Westerman Investments, LLC (Owner) PLN2502-0026

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of approximately 3.38 acres generally located 800 feet east of the intersection of 1st Street and 301 Boulevard East, and commonly known as 4010 5th Street East, Bradenton (Manatee County) from RMF-6 (Residential Multifamily – 6) to the PDR (Planned Development Residential) Zoning District; approving a General Development Plan including 90 multifamily units with one hundred (100%) percent of the units designated as Affordable Housing pursuant to a Land Use Restriction Agreement (LURA); subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability; and providing an effective date.

All interested parties may appear and be heard at the meeting with respect to the proposed Ordinances, subject to proper rules of conduct.  Additionally, any written comments filed with the Director of the Development Services Department will be heard and considered by the Planning Commission.

It is important that all parties present their concerns to the Planning Commission in as much detail as possible.  The issues identified at the Planning Commission hearing will be the primary basis for the final decision by the Board of County Commissioners.
