PUBLIC NOTICE
The Federal Emergency Management Agency (FEMA) has received a subgrant application for PA-04-FL-4828-PW-02615 950144-Jacobson Building First. Pursuant to Executive Order 11988 and 44 CFR Part 9.12, notice is hereby given of FEMA's intent to provide funding for this project under Public Assistance Program.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations - Executive Order (EO) 11988 and EO 11990 requires FEMA to consider alternatives - and provide public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
This notice serves as a project-specific notice for FEMA’s funding action located within a Special Flood Hazard Area (SFHA). FEMA has determined the only practicable alternative is to fund the proposed scope of work. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements

Proposed Work and Purpose:
Manatee County utilized force account labor and contracts to repair a section of the decking on Rose Park dock to return the facility back to its original function. The facility provides the community with natural and beneficial values of the floodplain including open space and recreational use. (27.49205, -82.64416). Project cost: $43,550.00.
Project Alternatives (additional Alternatives included on Page 2):
- No Action Alternative – The 'no action' alternative is not practicable since the facility promotes beneficial local marine species recovery and welfare, and educational and recreational use to the community.
- Alternative 1 – Repair this facility back to its pre-disaster design, function and capacity in-kind within the existing footprint with no minimization measures
Comments: This will serve as both the initial and final public notice regarding the above-described action funded by the FEMA HHPD program. Comments should be sent in writing or email with the subject line “4828DR-FL-GM 824198 / PW 02615 – Manatee County – Rose Park and Bishop Park” at the above addressed within 15 days of the date of this notice.

All interested parties may appear and be heard at the meeting with respect to the proposed Ordinances. According to Florida Statutes, Section 286.0105, any person desiring to appeal any decision made by the Board of County Commissioners with respect to any matter considered at said Public Hearing will need a record of the proceedings, and for such purposes, he may need to ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which the appeal is to be based.
Rules of procedure for Public Comment and Citizens’ Comments (including time limits) are governed by Resolution R-25-013, Restated Rules of Procedure (adopted 1/28/25).
