Purpose
Purpose The Animal Services Technical Advisory Board (ASTAB) is a working, non-binding advisory body established to provide technical, professional, operational, and subject-matter expertise, guidance, and assistance to the Animal Services Advisory Board (ASAB) and Manatee County’s Animal Welfare Division (MCAW). It supports review/evaluation of animal services programs, policies, and practices through research, analysis, and recommendations. The ASTAB operates strictly in an advisory capacity with no regulatory, enforcement, or decision-making authority.
Key Duties
· Provide expertise on: animal shelter operations/standards, shelter medicine/veterinary best practices, animal welfare policy, wildlife/livestock considerations, and community partnerships/rescue coordination.
· Support informed decision-making by ASAB via research, analysis, and technical recommendations.
· Provide periodic reports to ASAB and the Board of County Commissioners summarizing activities, findings, and recommendations.
· Perform other duties as directed by the Board.
Membership Requirements
The ASTAB consists of 7 members appointed by the Board from organizational nominations (or Board/MCAW nomination if none received).
Positions:
- 1 from nominees by Humane Society of Manatee County.
- 1 from nominees by Humane Society of Lakewood Ranch.
- 1 from nominees by Nate’s Honor Animal Rescue.
- 1 from local law enforcement with animal cruelty investigations background.
- 1 from nominees by University of Florida Shelter Medicine Program.
- 1 with wildlife experience/expertise (from MCAW or recognized wildlife entity nominees).
- 1 with livestock experience/expertise (from MCAW or recognized livestock entity nominees).
Nominations submitted via formal written letter to MCAW liaison or County Staff Name.
Terms: 2-year terms (initial staggering: first 4 positions 1-year for continuity). Reappointment possible upon renomination/Board approval. Annual election of Chair and Vice Chair (1-year terms). Removal by majority +1 vote of the Board.
