NOTICE OF DEVELOPMENT OF REGIONAL IMPACT AND ZONING CHANGES IN UNINCORPORATED MANATEE COUNTY

NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Manatee County will conduct a Public Hearing on May 8, 2025, at 9:00 a.m., or as soon thereafter as same may be heard at the Manatee County Government Administration Building, 1st Floor Patricia M. Glass Chambers, 1112 Manatee Avenue West, Bradenton, Florida, to consider and act upon the following matters:

ORD-25-21 – University Park Recreation District / DRI #12 Unnamed Exclusive Golf and Country Club - PLN2302-0081

An Ordinance of the Board of County Commissioners of Manatee County, Florida regarding land development, rendering an amended and restated Development Order pursuant to Chapter 380, Florida Statutes, for Unnamed Exclusive Golf and Country Club (formally known as Circle-N-Bar Ranch and also known as University Park Country Club) Development of Regional Impact (Ordinance 93-21 as amended by Ordinances 95-13, 97-24, 99-55, 01-19, 09-46 and 12-20); A.K.A. as DRI #12, (TBRPC DRI #202); to approve the following changes to Map H and the Development Order: (1) increasing the size of the country club restaurant and recreation facilities to 65,000 square feet; (2) amending the requirement to file reports from annually to bi-annually, if required by the county; and (3) updating the buildout dates, development order expiration dates and certificate of level of service expiration dates consistent with previously granted approved extensions; providing for severability; and providing an effective date.

The Unnamed Exclusive Golf and Country Club, DRI #12 is located north side of University Parkway, approximately 1.2 miles west of I75 and the adjacent Cooper Creek DRI. The zoning is PDR (Planned Development Residential) (± 1,187.6 acres).

PDR-89-05(G)(R11) – Revised PDR-89-05(G)(R10) - Unnamed Exclusive Golf & Country Club (FKA Z-84-81)- University Park Recreation District (Owner - Recreational Facilities Only) –PLN2302-0080

An Ordinance of the Board of County Commissioners of Manatee County, Florida, to amend and restate Manatee County Zoning Ordinance No. PDR-89-05(G)(R10), as amended, to amend the General Development Plan to (1) Expand the Country Club, restaurant and recreational facilities, including a fitness center, from 32,000 square feet up to 65,000 square feet, with a maximum increment of 33,000 square feet resulting in a total of up to 65,000 square feet,; and, (2) Update expiration and buildout dates to reflect previously granted legislative extensions, subject to stipulations as conditions of approval; providing a legal description; providing for severability; and providing for an effective date.

The Unnamed Exclusive Golf and Country Club, DRI #12 is located north side of University Parkway, approximately 1.2 miles west of I75 and the adjacent Cooper Creek DRI. The zoning is PDR (Planned Development Residential) (± 1,187.6 acres).

Ordinance 25-27 (Fka 23-71, 23-35 and 24-67) – Tara DRI #11 - PLN2302-0068

An Ordinance of the Board of County Commissioners of Manatee County, Florida, approving  an amended and restated Development Order pursuant to Chapter 380, Florida Statutes, for the Tara Development of Regional Impact Development Order, as amended (as the result of a mandatory dispute resolution process); 1) amending Exhibit B. (Map H) to recognize the conversion from square footage of commercial uses to allow up to 72 multifamily units on a total of 5.99 Acres that include Parcels III-V and III-Z; amending Exhibit C. (parcel breakdown by phase), Exhibit D. (permitted uses by subphase), and Exhibit E. (Dimensional Chart); providing for and other minor updates to include previously granted legislative extensions, terminology changes and departmental references, formatting, clarification changes, and to denote stipulations that have been complied with or requirements that have been completed; codifying and restating the existing Development Order for DRI #11; providing for severability; and providing for an effective date.

The Tara DRI is located at the southwest corner of SR 70 and I-75, extending westward to Braden River Road, Manatee County (±1,124.21 acres).

The Tara DRI is currently approved for 2,719 residential dwelling units, 399,631 square feet for commercial, office, Adult Assisted Living Facility, Mini Warehouse space, 36 Hole Golf Course space, Hotel, two (2) Clubhouses, and two (2) Maintenance Centers. Total acreage 1,124.21± acres.

The site is in the ROR (Retail Office Residential), and PS-P-1 (Public/Semi-Public (1)) Future Land Use Categories (FLUCs). Present zoning is PDC/WP-E/ST (Planned Development Commercial/Evers Reservoir Watershed Protection/Special Treatment Overlay Districts).            

PDR/PDC/PDMU-96-03(Z)(G)(R-13) – Tara Amended General Development Plan- Micron Investments LLC(Owner) – PLN2302-0072

An ordinance of the Board of County Commissioners of Manatee County, Florida, approving an amendment to the Zoning Ordinance and General Development Plan (as the result of a mandatory dispute resolution process); 1) to rezone from PDC (Planned Development Commercial) to PD-MU (Planned Development Mixed Use) Zoning District on approximately 5.99-acres that include parcel III-V commonly known as 5550 Tara Professional Way, Bradenton, FL, and  Parcel III-Z commonly known as 5505 Tara Professional Way, Bradenton, FL; 2) to amend the General Development Plan (Exhibit B), and the Zoning Ordinance to allow the  multi-family use up to 72 units and the uses permitted on the schedule of permitted and prohibited uses as voluntarily proffered by the applicant (Exhibit D), on parcels III-V and III-Z; amending building setbacks, providing for renderings of the proposed buildings, enhanced roadway buffers and landscaping, gated access, and a maximum building height of 35 feet for multi-family buildings on  parcels III-V and III-Z and other minor updates to include previously granted legislative extensions, terminology changes and departmental references, and other changes for internal consistency; codifying and restating the existing zoning ordinance; providing for severability; and providing for an effective date. The purpose of these two (2) public workshops is to receive comments from the public dedicated to the extraordinary circumstances necessitating the need to exceed the phase-in limitations for increases in impact fees pertaining to public safety, law enforcement, libraries, parks and recreation, as well as alternative multi-modal transportation fees (f/k/a transportation impact fees).

Background: In order to comply with the requirements of Florida Statute §163.31801(6)(g)2, the public workshops are dedicated to providing an overview of the Manatee County Impact Fee Supplement Demonstrating Extraordinary Circumstances, dated April 16, 2025, prepared by Benesch, justifying an increase in excess of the phase-in limitations for increases in impact fees authorized under Florida Statute §163.31801(6)(b),(c),(d) and (e). These proposed impact fee increases would be applicable to exceeding the phase-in limitations for public safety, law enforcement, libraries, parks and recreation, and multi-modal transportation fees.
