Notice of Public Workshops Dedicated to the extraordinary circumstances necessitating an increase to Impact Fees to exceed the phase-in limitations in the applicable Florida Statutes

NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Manatee County, Florida will hold public workshops on the following two (2) dates:  Wednesday, May 7, 2025, commencing at 9:00am or as soon thereafter as may be heard and on Thursday , May 8, 2025, commencing at 9:00am or as soon thereafter as may be heard, both workshops to be held in the Patricia M. Glass Chambers, on the First Floor of the Manatee County Administrative Center, 1112 Manatee Ave. West, Bradenton, Florida 34205.

The purpose of these two (2) public workshops is to receive comments from the public dedicated to the extraordinary circumstances necessitating the need to exceed the phase-in limitations for increases in impact fees pertaining to public safety, law enforcement, libraries, parks and recreation, as well as alternative multi-modal transportation fees (f/k/a transportation impact fees).

Background: In order to comply with the requirements of Florida Statute §163.31801(6)(g)2, the public workshops are dedicated to providing an overview of the Manatee County Impact Fee Supplement Demonstrating Extraordinary Circumstances, dated April 16, 2025, prepared by Benesch, justifying an increase in excess of the phase-in limitations for increases in impact fees authorized under Florida Statute §163.31801(6)(b),(c),(d) and (e). These proposed impact fee increases would be applicable to exceeding the phase-in limitations for public safety, law enforcement, libraries, parks and recreation, and multi-modal transportation fees.

Written comments can be delivered to the Board of County Commissioners, at Commission Chambers on the First Floor of the Manatee County Government Administrative Center, located at: 1112 Manatee Avenue West, Bradenton, Florida 34205, or submitted online at https://www.mymanatee.org/government/board_of_county_commissioners/bcc_meetings_and_agendas/submit_public_comment no later than the start of the meeting to ensure placement in the official record of the hearing. This topic is a non-quasi-judicial agenda item, and the public can offer comments by phone by dialing 1-888-788-0099 or 1-877-853-5247. All interested parties may appear and be heard at the meeting with respect to the proposed workshops. Pursuant to Section 286.0105, Florida Statutes, if any person decides to appeal any decision made by the Board with respect to any matter to be considered at the meeting or hearing, he or she will need a record of the proceedings and for such purpose, she or he may need to ensure that a verbatim record of the proceedings is made, which record would include any testimony or evidence upon which the appeal is to be based.

The Manatee County Impact Fee Supplement Demonstrating Extraordinary Circumstances Report, dated April 16, 2025, prepared by Benesch, the Manatee County Impact Fee Update Study, dated April 18, 2025, prepared by Benesch, proposed Ordinance No. 25-15, and related documents are available for public inspection and the public may obtain assistance regarding this matter from the Manatee County Development Services Department located at:
