About Human Resources

The Manatee County Government Human Resources Department supports the delivery of public services by building, developing, and sustaining a high-performing workforce. Human Resources provides countywide leadership and operational support across Employment Services, Employee Health Benefits, Employee Relations, and Compensation. Through these functions, the department helps attract and retain qualified talent, maintains fair and consistent personnel practices, supports employee wellbeing, and strengthens organizational capability through training and career development. Human Resources also partners with departments to align workforce strategies with operational needs while meeting applicable federal and state requirements.

Employment Services Division

The Employment Services Division oversees recruitment, selection, hiring, onboarding, and retention practices across all County departments. The division ensures hiring processes are efficient, consistent, and compliant while supporting equal opportunity and broad outreach. Employment Services partners with departments to define staffing needs, improve hiring workflows, strengthen candidate experience, and support workforce planning to meet service demands.

Employee Health Benefits Division

The Employee Health Benefits Division manages the design, administration, and continuous improvement of the County’s employee health and wellbeing programs. The division evaluates program performance and value, monitors regulatory compliance applicable to health plan administration, and provides data-driven recommendations to support long-term sustainability and responsible cost management. The division also supports leadership decision-making through plan analytics, utilization trends, vendor performance monitoring, and financial modeling.

Employee Relations Division

The Employee Relations Division supports a respectful, accountable workplace through policy guidance, performance management support, issue resolution, and labor relations. The division promotes consistent application of personnel policies and helps departments address concerns early and constructively. Employee Relations also manages formal complaint and grievance processes, supports collective bargaining activities, and advances countywide programs that reinforce professional conduct, trust, and engagement. The division also supports training and development efforts and coordinates workforce engagement programs that connect employees with service opportunities and early-career pathways.

It also supports organizational performance by evaluating pay practices, monitoring workforce metrics, and advancing modern compensation approaches, including pay-for-performance models aligned to organizational goals and operational realities.
