NOTICE OF PUBLIC HEARING
NOTICE OF ZONING CHANGES IN UNINCORPORATED MANATEE COUNTY
NOTICE IS HEREBY GIVEN, that the Planning Commission of Manatee County will conduct a Public Hearing on February 18, 2026, at 9:00 a.m. or as soon thereafter as same may be heard at the Manatee County Government Administrative Center, 1st Floor, Patricia M. Glass Chambers, 1112 Manatee Avenue West, Bradenton Florida to consider, act upon, and forward a recommendation to the Board of County Commissioners on the following matters:
R-26-005– Four Corners Mine Master Mine Plan
A Resolution of the Board of County Commissioners of Manatee County, Florida, amending and restating Mosaic Fertilizer, LLC’s existing Master Mining Plan (MMP) for the Four Corners Mine, particularly amending the following: 1) extending the mining termination date to December 31, 2044 and reclamation termination date to December 31, 2055; 2) updating the Four Corners Mine boundary to include 17 acres of the Southeast Tract Master Mine Plan and 1,230 acres of the Wingate East Master Mining Plan to be known as the “East Duette Tract” and allowing material mined there to be processed through the Four Corners Beneficiation Plant (FCBP); 3) allowing continued processing of Hardee County reserves from South Pasture Extension and Ona Mine through the FCBP; 4) updating the following four plans applicable to the Four Corners Mine: life of mine waste disposal plan, transportation plan, reclamation plan, and environmental monitoring plan (EMP); setting forth findings, providing for severability; and providing an effective date.
LDA-26-01 – Four Corners Mine Local Development Agreement (LDA) / Rescission of the Development of Regional Impact (DRI) - PLN2410-0096
Request for approval of a Local Development Agreement (LDA) relating to mining activities within an area identified as the Four Corners Mine; requesting the Rescission of the Development of Regional Impact (DRI) Development Orders in accordance with applicable law, said Development Orders being initially approved as Resolution SE 852, as further detailed in this LDA (collectively “DRI Development Orders”); providing for the retention and preservation of vested rights conferred by the DRI Development Orders as described in this Local Development Agreement.
Four Corners Mine totals approximately 13,154 acres generally located as follows: Northeast Tract being at the northwest corner of SR 62 and CR 39 north to the Hillsborough County Line, Jameson Tract being 0.9 miles north of the intersection of SR 62 and SR 37 and East Duette Tract being at the northeast corner of S. Duette Road and McLeod Road to the Hardee County Line, Parrish (Manatee County).
The approve development uses include but are not limited to: mining activities, beneficiation activities, transportation of sand and clay, transportation activities and reclamation activities.
All interested parties may appear and be heard at the meeting with respect to the proposed Ordinances, subject to proper rules of conduct. Additionally, any written comments filed with the Director of the Development Services Department will be heard and considered by the Planning Commission.
It is important that all parties present their concerns to the Planning Commission in as much detail as possible. The issues identified at the Planning Commission hearing will be the primary basis for the final decision by the Board of County Commissioners.
