NOTICE OF DEVELOPMENT OF REGIONAL IMPACT AND ZONING CHANGES IN UNINCORPORATED MANATEE COUNTY

NOTICE IS HEREBY GIVEN, that the Planning Commission of Manatee County will conduct a Public Hearing on August 15, 2024, at 9:00 a.m. or as soon thereafter as same may be heard at the Manatee County Government Administrative Center, 1st Floor, Patricia M. Glass Chambers, 1112 Manatee Avenue West, Bradenton Florida to consider, act upon, and forward a recommendation to the Board of County Commissioners on the following matters:

ORDINANCE 24-30 / NORTHWEST SECTOR – DRI #26 - PLN2303-0157

An Ordinance of the Board of County Commissioners of Manatee County, Florida, rendering an amended and restated Development Order pursuant to Chapter 380.06, Florida Statutes, for the Northwest Sector Development of Regional Impact (Ordinance 20-07); A/K/A TBRPC DRI 256; to approve the following changes to Master Development Plan (Map H) and the Development Order: 1) Revise Map H to change land use from “Commercial” to “Residential” for a parcel located at the southeast corner of Lakewood Ranch Boulevard and 44th Avenue East; 2) Exchange 88 single-family residential units and 124,000 square feet of commercial space for a total of 606 multi-family residential units pursuant to the approved Land Use Equivalency Matrix; and 3) Allocate a new access point to a Commercial Parcel located on the west side of Lakewood Ranch Boulevard and south of Gatewood Drive; providing for development conditions and
obligations; providing for severability; and providing an effective date.

The Northwest Sector DRI is generally located east of Lakewood Ranch Boulevard, south of 44th Avenue East extension, west of Lorraine Road and north of State Road 70. The Northwest Sector DRI currently consists of approximately 1,632.9 acres and is zoned as follows: PDMU (Planned Development Mixed-Use), PDMU/WP-E (Planned Development Mixed-Use / Watershed Protection Overlay District), PDMU/ST (Planned Development Mixed-Use / Special Treatment Overlay District), and PDMU/WP-E/ST (Planned Development Mixed-Use / Watershed Protection / Special Treatment Overlay District)

PDMU-05-19(G)(R10) – NORTHWEST SECTOR GDP AMENDMENT - PLN2305-0004

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending and restating Ordinance PDMU-05-19(Z)(G)(R9) to approve changes to the General Development Plan and the Ordinance as follows: 1) Utilize 88 single-family residential units that have not been allocated to specific parcels to exchange for 125 multi-family residential units pursuant to the Land Use Equivalency Matrix and allocate to Parcel B; 2) Reallocate 4,350 square feet of commercial floor area from Parcel D to Parcel B; 3) Exchange 124,000 square feet of commercial space (4,350 reallocated from Parcel D and 119,650 from Parcel B) for 481 multi-family residential units pursuant to the Land Use Equivalency Matrix and allocate to Parcel B for a total of 606 multi-family units on Parcel B; and 4) add ‘Personal Wireless Service Facility’ as a permitted use on Parcel E and amend the GDP to add site access point to Parcel E; and 5) other amendments for internal consistency; subject to stipulations as conditions of approval; providing for severability; and providing an effective date. The project site is generally east of Lakewood Ranch Boulevard, south of 44th Avenue East extension, west of Lorraine Road, and north of S.R. 70. (1,632.9 approximate acres).

 

PDC/PDR-23-43(Z)(P) – SAVANNA AT LAKEWOOD RANCH/MERITAGE HOMES OF FLORIDA, INC. (OWNER) – PLN2308-0066

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of approximately 5.23 acres, part of  Savanna at Lakewood Ranch, a residential development approved for a total of 304.39 acres, from PDR (Planned Development Residential) to PDC (Plan Development Commercial) Zoning District; retaining the PDR zoning district in the remaining 299.16 acres; approving a Preliminary Site Plan to allow 10,125 square foot of commercial retail uses and 12,000 square foot of child care center on the 5.23-acre site, maintaining previously approved 475 single-family detached residential units; and repealing ordinance in conflict; generally located on the south side of SR 64, approximately 800 feet east of the intersection of SR 64 and Rye Road, commonly known as 3810 Savanna Palms Court, Bradenton (Manatee County); subject to stipulations as conditions of approval; providing a legal description; providing for severability; and providing an effective date.

 

PDMU-18-02(G)(R) – NORTH RIVER SELF STORAGE (f.k.a. FT. HAMER SENIOR LIVING) - 2605-2705 FORT HAMMER RD LLC (OWNER) – JUSTIN THOMAS (CONTRACT PURCHASER) - PLN2310-0132 An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending and restating Zoning Ordinance No PDMU-18-02(Z)(G) to revise the General Development Plan, with the following changes: 1) construction of a mini-warehouse/ self-storage facility with 97,981  square feet and accessory outdoor storage, which replaces the previously approved assisted living facility serving up to 179 residents, and retaining 42,500 square feet of medical offices, for a total of 140,481 square feet of non-residential uses; and  2) removal of the North Central Overlay standards; the approximately 15-acre site is zoned PDMU (Planned Development Mixed Use), generally located 660 feet north of the intersection of Mulholland Road and Fort Hamer Road, commonly known as 2505 & 2605 Ft Hamer Road, Parrish (Manatee County); subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability; and providing an effective date.

It is important that all parties present their concerns to the Planning Commission in as much detail as possible.  The issues identified at the Planning Commission hearing will be the primary basis for the final decision by the Board of County Commissioners.

The Manatee County Planning Commission will hold a public hearing to consider amendments to the Manatee County Comprehensive Plan and changes to the restrictions affecting certain lands within the unincorporated area of Manatee County with the intent to make a recommendation to the Board of Manatee County Commissioners:

Adoption of an Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding Comprehensive Planning, amending Manatee County Ordinance No. 89-01, as amended (the Manatee County Comprehensive Plan); providing a purpose and intent; providing findings; providing for a Privately-Initiated, Small-Scale Map Amendment to Element 2 - Future Land Use of the Comprehensive Plan amending the Future Land Use Category (FLUC) on approximately 5.25± acres of real property generally located approximately 1,900 feet west of the intersection of State Road 64 East and Uihlein Road in Bradenton, FL (Manatee County), from UF-3 (Urban Fringe – 3 DU/GA) to ROR (Retail/Office/Residential) Future Land Use Category; providing for a specific area policy in the text of Element 2, Future Land Use Element, Policy 2.14.1.26. / D.5.26.
