OFFICIAL ACTIONS AFFECTING OR REGULATING USE OR REAL PROPERTY IN UNICORPORATED MANATEE COUNTY – NOTICE TO REAL PROPERTY OWNERS AND GENERAL PUBLIC

 

The Manatee County Planning Commission will hold a public hearing to consider amendments to the Manatee County Comprehensive Plan and changes to the restrictions affecting certain lands within the unincorporated area of Manatee County with the intent to make a recommendation to the Board of Manatee County Commissioners:

Additional amendments to the following may be necessary to implement these changes and ensure internal consistency.

 ORDINANCE NO. 25-17 / PA-25-02 COUNTY-INITIATED COMPREHENSIVE PLAN TEXT AMENDMENT REPEAL OF ORDINANCE 21-12 – PLN2501-0167

 An Ordinance of the Board of County Commissioners of Manatee County, Florida, Regarding Comprehensive Planning, amending Manatee County Ordinance No. 89-01, as amended (the Manatee County Comprehensive Plan); providing a purpose and intent; providing findings to further the intent of the Comprehensive Plan to preserve land east of the Future Development Area Boundary (FDAB) for primarily agricultural uses and to contain urban sprawl;  providing for a County-Initiated Text Amendment to Element 2, Future Land Use, amending and restating Policy 2.1.2.2, under Objective 2.1.2, Geographic Extent of Future Development to delete an exception for eligible new development proposed for lands east of and coterminous and contiguous to the Future Development Area Boundary (FDAB) meeting specified criteria; deleting Policy 2.1.2.8; amending Policy 2.10.1.4 to delete reference to Policy 2.1.2.8; amending Element 9, Public Facilities, Objective 9.2.1, Concurrency, by deleting Policy 9.2.1.5; amending Objective 9.6.1, Development Requirements, Policy 9.6.1.1 to delete reference to Policy 2.1.2.8; providing for amendments as necessary to maintain internal consistency; repealing Ordinances in conflict including, without limitation Ordinance No. 21-12; providing for severability; and providing an effective date.

 Interested parties may appear and be heard at the meeting with respect to the proposed Ordinance, subject to proper rules of conduct. The hearing may be continued from time to time to a date and time certain. The Public may also provide written comments for the Board of County Commissioners to consider.

NOTICE OF DEVELOPMENT OF REGIONAL IMPACT AND ZONING CHANGES IN UNINCORPORATED MANATEE COUNTY

NOTICE IS HEREBY GIVEN, that the Planning Commission of Manatee County will conduct a Public Hearing on April 10, 2025, at 9:00 a.m. or as soon thereafter as same may be heard at the Manatee County Government Administrative Center, 1st Floor, Patricia M. Glass Chambers, 1112 Manatee Avenue West, Bradenton Florida to consider, act upon, and forward a recommendation to the Board of County Commissioners on the following matters:

ORD-25-21 –UNIVERSITY PARK RECREATION DISTRICT / DRI #12 UNNAMED EXCLUSIVE GOLF AND COUNTRY CLUB - PLN2302-0081

An Ordinance of the Board of County Commissioners of Manatee County, Florida regarding land development, rendering an amended and restated Development Order pursuant to Chapter 380, Florida Statutes, for Unnamed Exclusive Golf and Country Club (formally known as Circle-N-Bar Ranch and also known as University Park Country Club) Development of Regional Impact (Ordinance 93-21 as amended by Ordinances 95-13, 97-24, 99-55, 01-19, 09-46 and 12-20); A.K.A. as DRI #12, (TBRPC DRI #202); to approve the following changes to Map H and the Development Order: (1) increasing the size of the country club restaurant and recreation facilities to 65,000 square feet; (2) amending the requirement to file reports from annually to bi-annually, if required by the county; and (3) updating the buildout dates, development order expiration and certificate of level of service expiration; providing for severability; and providing an effective date. The Unnamed Exclusive Golf and Country Club, DRI #12 is located north side of University Parkway, approximately 1.2 miles west of I75 and the adjacent Cooper Creek DRI. PDR-89-05(G)(R11) – Revised PDR-89-05(G)(R10) - Unnamed Exclusive Golf & Country Club (fka Z-84-81)- UNIVERSITY PARK RECREATION DISTRICT (OWNER) – PLN2302-0080

An Ordinance of the Board of County Commissioners of Manatee County, Florida, to amend and restate Manatee County Zoning Ordinance No. PDR-89-05(G)(R10), as amended, to amend the General Development Plan to: (1) Expand the Country Club, restaurant and recreational facilities, including a fitness center, from 32,000 square feet up to 65,000 square feet, with a maximum increment of 33,000 square feet resulting in a total of up to 65,000 square feet,; and (2) Update expiration and buildout dates to reflect previously granted legislative extensions, subject to stipulations as conditions of approval; providing a legal description; providing for severability; and providing for an effective date. PDR-24-25(Z)(P)–CHALETS AT LAKEWOOD RANCH–SMR NORTHEAST LLC (OWNER)–PLN2408-0107

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area, providing for a rezone of approximately 11.97 acres located at the southeast corner of Lorraine Road and 44th Avenue East and commonly known as 4821 Lorraine Road, Bradenton (Manatee County) from A (General Agriculture) to the PDR (Planned Development Residential) Zoning District; approving a Preliminary Site Plan for 35 single-family detached residential units; subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability; and providing an effective date. 

PDR-24-15(Z)(G) – POPE RANCH – REBECCA B AND DANIEL B POPE (OWNERS) – PLN2406-0084

An Ordinance of the Board of County Commissioners of Manatee County, Florida, regarding land development, amending the Official Zoning Atlas (Ordinance 15-17, as amended, the Manatee County Land Development Code), relating to zoning within the unincorporated area; providing for a rezone of approximately 217.36 acres, containing two (2) parcels, Parcel A, approximately 188.26 acres, and an approximate 29.1 acre portion of Parcel B, from A/CEA/CPA (General Agriculture/Coastal Evacuation Area/Coastal Planning Area) and to PDR (Planned Development Residential) Zoning District retaining the Overlay Districts; generally located along CR 675 (Rutland Road), Parrish (Manatee County), with one (1) parcel commonly known as 16525 CR 675; approving a General Development Plan for 440 single-family residential units; subject to stipulations as conditions of approval; setting forth findings; providing a legal description; providing for severability, and providing an effective date.

All interested parties may appear and be heard at the meeting with respect to the proposed Ordinances, subject to proper rules of conduct.  Additionally, any written comments filed with the Director of the Development Services Department will be heard and considered by the Planning Commission.

It is important that all parties present their concerns to the Planning Commission in as much detail as possible.  The issues identified at the Planning Commission hearing will be the primary basis for the final decision by the Board of County Commissioners.
