Notice of Public Hearing - Affordable Housing Advisory Committee
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN, pursuant to Subsection 420.9076(5), Florida Statutes, that the Affordable Housing Advisory Committee of Manatee County, Florida, will conduct a public hearing on November 6, 2023, beginning at 3:00 p.m., or as soon thereafter as possible, at the Manatee County Administration Building located at 1112 Manatee Avenue West, Bradenton Fl 34205, 5th Floor, Manatee Room. The purpose of this hearing is to adopt its evaluation and final local housing incentive strategies recommendations on affordable housing incentives as specified in Paragraphs 420.9076(4)(a)-(k), Florida Statutes, and any other affordable housing incentives identified by the Advisory Committee.
nThe evaluation and local housing incentive strategies recommendations to be considered for adoption by the Affordable Housing Advisory Committee include the following:
420.9076(4)(a): The processing of approvals of development orders or permits, as defined in s. 163.3164(7) and (8), for affordable housing projects is expedited to a greater degree than other projects.
Recommendation: To maintain the current language in the Land Development Code and reassess in 2024.
420.9076(4)(b): The modification of impact-fee requirements, including reduction or waiver of fees and alternative methods of fee payment for affordable housing.
Recommendation: To maintain the current incentive and reassess in 2024. Currently, the School Board and Manatee County are going through impact fee studies. The results of these studies are yet to be determined and may/may not support impact fee reductions for affordable units.
420.9076(4)(c): The allowance of flexibility in densities for affordable housing.
Recommendation: To maintain the current language in the Land Development Code and reassess in 2024.n
420.9076(4)(d): The reservation of infrastructure capacity for housing for very-low-income persons, low-income persons, and moderate-income persons.
Recommendation: Reassess this incentive in 2024 – staff is considering the removal of requirement 2, which requires multi-family development to be located within one-quarter (¼) mile of a public transit stop.
n420.9076(4)(e): The allowance of affordable accessory residential units in residential zoning districts.
Recommendation: To maintain the current language in the Land Development Code and reassess in 2024.
420.9076(4)(f): The reduction of parking and setback requirements for affordable housing.
Recommendation: To maintain the current language in the Land Development Code and reassess in 2024.
420.9076(4)(g): The allowance of flexible lot configurations, including zero-lot-line configurations for affordable housing.
Recommendation: To maintain the current language in the Land Development Code and reassess in 2024. Development Services will be moving forward with minor text amendments that address Tiny Homes as directed by the Board.
420.9076(4)(h): The modification of street requirements for affordable housing.
Recommendation: To maintain the current language in the Land Development Code and reassess in 2024 and include pavement width and parking rights-of-way.
420.9076(4)(i): The establishment of a process by which a local government considers, before adoption, policies, procedures, ordinances, regulations, or plan provisions that increase the cost of housing.
Recommendation: To maintain the current language in the Local Housing Assistance Plan and reassess in 2024.
420.9076(4)(j): The preparation of a printed inventory of locally owned public lands suitable for affordable housing.
Recommendation: To revise the current language in the Land Development Code to reflect the State requirements in House Bill 627 and Senate Bill 102 and reassess in 2024.
420.9076(4)(k): The support of development near transportation hubs and major employment centers and mixed-use developments.
Recommendation: To maintain the current language in the Comprehensive Plan and reassess in 2024.
Any other affordable housing incentives may be proposed at the public hearing.
