Fort Hamer Bridge - Tampa Bay Mitigation Bank

Action Requested
Authorization for the Chairman to execute the Sales Agreement between Tampa Bay Mitigation, LLC (TBM) and Manatee County Government and buy mitigation credits costing $225,000.00.  This is necessary to satisfy wetland mitigation requirements for planned impacts of the Bridge over the Manatee River at Fort Hamer Project specified by the County's permit application from Southwest Florida Water Management District (SWFWMD) (Permit #43041367.000) and the United States Army Corps of Engineers (ACOE) (Permit #SAJ-2010-02223)

Background Discussion

The County will be constructing a new bridge across the Manatee River connecting Upper Manatee River Road with Fort Hamer Road.

The roadway approaches to the bridge have some impacts to existing wetlands adjacent to the river.  To receive permits from both the Army Corps of Engineers (ACOE) and Southwest Florida Water Management District (SWFWMD) the County is required to mitigate these impacts.

URS, the Engineer of Record for the bridge, originally, designed two new mitigation sites to be constructed as part of the project.

The two new mitigation sites utilized approximately 4.5 acres of uplands on Hidden Harbour Property that the County acquired in 2004.

The cost estimate for these two mitigation sites were as follows:

  1. 4.5 acres at original purchase price             $350,000.00.    
  2. Construction Cost                                        $200,000.00.  
  3. Required Semi Annual Monitoring Report & Maintenance (3yrs, may extend to 5yrs and do over)                                                            $200,000.00.

Total Estimated Mitigation Cost ...........................$750,000.00

County staff, along with the County's consultant, evaluated other options to mitigate the impacts and determined purchasing wetland mitigation credits was the most economical and expeditious option available.

Staff coordinated with the Manatee County Parks and Natural Resources Department to determine if there were any sites within Manatee County that could be utilize for this type of funding or qualified as eligible for credit by way of any on-going mitigation done by County Projects.  None were found.

February 2014, Staff in conjunction with URS, managed to receive approval from SWFWMD and US Army Corps to utilize an existing mitigation bank within the Tampa Bay Area.

The cost to purchase the required amount of wetland mitigation credits from the Tampa Bay Mitigation Bank is $225,000.00

The attached proposed Tampa Bay Mitigation Bank contract has been reviewed by the CAO and all comments have been incorporated.

Execution of this agreement will result in  a savings of $525,000.00 to the County.
