Action Requested

Recognize staff for receiving the Government Finance Officers Association's Distinguished Budget Presentation Award for its Annual Budget for the fiscal year beginning October 1, 2018.

Background Discussion

The Government Finance Officer Association (GFOA) was founded in 1906 to represent public finance officials throughout the United States and Canada.  With over 20,000 members from federal, state/provincial, and local governments, the GFOA's mission is to advance excellence in public finance with best practices in government. 

The Government Finance Officers Association's Distinguised Budget Presentation Awards Program was established in 1984.  The program was established to encourage and assist state and local governments to prepare budget documents of the very highest quality.  The criteria for ranking reflects both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA's best practices on budgeting. 

The Financial Management Budget Division is receiving the Government Finance Officers Association's Distinguished Budget Presentation Award for the 34th consecutive year which represents every year since inception.  This reflects the commitment of the governing body and staff to meet the highest principles of governmental budgeting.

In order to receive the budget award, the entity had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as: a policy document, a financial plan, an operations guide and a communications device. Budget documents must be rated "proficient" in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award.

There are over 1,650 participants in the Budget Awards Program.  Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
