Fort Hamer Road Extension Road Improvement Project (U. S. 301 to Erie Road); Authorization to Commence and Prosecute Eminent Domain Proceedings

1. Adopt Resolution R-19-117, determining public purpose and necessity for the acquisition of Parcels 10, 16, 19, 22, and 26 as relates to the proposed improvements to extend Fort Hamer Road from U. S. 301 north to Erie Road; and
2. Adopt Resolution R-19-118, authorizing the use of eminent domain "quick take" proceedings in the acquisition of Parcels 10, 16, 19, 22, and 26 as it relates to the proposed extension of Fort Hamer Road from U. S. 301 north to Erie Road.

Manatee County proposes to extend Fort Hamer Road from U. S. 301 north to Erie Road to alleviate traffic demands in the area and serve the Parrish Community High School. This is a CIP-approved project which involves constructing a new four lane divided highway with closed drainage, sidewalks on both sides, and bicycle lanes to provide anticipated capacity needs associated with new growth and to improve traffic circulation in Parrish. To complete the project, the County needs to own fee simple title to certain privately-owned land designated as Parcels 10, 16, 19, 22, and 26 for the purposes of the project.
Property Acquisition Division staff has attempted to negotiate with counsel for the property owners to purchase these lands, but without success. If the County does not acquire these parcels, the project cannot be completed. Accordingly, the County must exercise its right and power of eminent domain to acquire these parcels in order to complete the project.
