Background Discussion

On July 9, 1991, the Board of County Commissioners adopted Ordinance 91-42 relating to the establishment of the Children's Services Advisory Board (Advisory Board).

Ordinance #91-42 (94-28 amended) provides that the Advisory Board shall have the power and duty to make recommendations to the County regarding the expenditure of the Children's Services Dedicated Millage Fund, to consult with agencies dedicated to the welfare of children to the end that overlapping of services will be prevented; and such other duties as may from time to time be assigned by ordinance or resolution of the Board of County Commissioners.

To the extent possible the Advisory Board shall be comprised of a) a physician, preferably a pediatrician; b) a licensed mental health professional; c) a member of the NAACP; d) five (5) child advocates who are not affiliated with any agency receiving County funds; e) a criminal justice representative; f) a school board member; g) a representative from the Department of Children and Families; h) a representative of the United Way of Manatee County; and i) a Guardian Ad litem/Family Law Division representative.  Thirteen (13) total members.  Members serve 3 year terms.  Members are eligible for reappointment for successive terms without limitation.

Every member of the Advisory Board shall be required to disclose any employment with or position as an officer or director of any entity applying for or receiving funds from the millage dedicated to children's services.  Members will disclose, in the manner provided by Section 112.3143, Florida Statutes, the affiliation of the member or the member's spouse with any organization applying through the Advisory Board for funding, which shall be limited to any membership or affiliation within the last calendar year.

The terms of four (4) members expire on September 30, 2013.  Three (3) current members are seeking reappointment under their current positions.  One (1) member, Major William Dixon, is not seeking reappointment as the Criminal Justice Representative.  Additionally, one (1) member, Mr. Jeb Mulock, has resigned his Child Advocate position with one (1) year remaining on that term.
