Brownfields Coalition Assessment and Revolving Loan Grants

Authorization for the County to be the designated applicant in applying for a County-wide United States Environmental Protection Agency (EPA) Brownfield Coalition Assessment Grant and Revolving Loan Fund Grant in conjunction with the City of Palmetto and the City of Bradenton.

Background Discussion

On September 16, 2013 staff presented at a Board worksession information on Brownfield Coalition Assessment Grant and Brownfield Revolving Loan Fund Grant.

Brownfields grants are awarded on a competitive basis and these two grants are available within the EPA.

Previously the Sarasota/Manatee Metropolitan Planning organization had managed the Assessment Grant on a per site process.  They have asked the County and the other potential Coalition partners to proceed to establish a Coalition and to take over the management of the program if awarded funds.

The Coalition Assessment Grants provide funding of up to $600,000 for brownfields inventories, planning, environmental assessments, and community outreach over a three-year period. 

It is anticipated that the Coalition partners could include but not be limited to; Manatee County, City of Palmetto, Palmetto Community Redevelopment Agency, City of Bradenton, Bradenton Community Redevelopment Agency, All Manatee County Island Cities, Sarasota County, City of Sarasota, Longboat Key, Venice, and North Port.

Revolving Loan Fund grants provide funding (up to $1 million) to capitalize a revolving loan fund that provides loans and subgrants to carry out cleanup activities at brownfields over a five-year period.

Staff is requesting permission at this time that the County apply for these grants as a Coalition.  Manatee County would be designated as the grant recipient for these grant funds, if awarded.
