Surplus Beach Concession Revenues - Resolution R-14-119

Adopt Resolution R-14-119 establishing guidelines for the use of surplus concession revenues.
In 2010, an RFP process resulted in the selection of a new vendor to operate concessions at county beaches on Anna Maria Island. The new concession agreement was anticipated to generate increased revenue for the county. Staff recommended that the additional revenue be used to benefit Anna Maria Island.
In the FY 2015 Budget, the County Administrator recommended that a portion of the concession revenue be used to establish a grant program that would allow Island Municipalities to collectively apply for funding for projects that would provide Islandwide benefit. Proposed criteria that would be used to evaluate applications are listed below.
It has been suggested that the first such project could be the engagement of the Urban Land Institute to conduct an evaluation of the island communities, at an estimated cost of $125,000 plus expenses. If we are to fund a study of this nature, we think that it is important that all municipalities have some financial ownership of the study and the recommendations. Therefore, one of the evaluation criteria requires a match from the municipalities, with no requirement for the specific amount or percentage of match.
It is recommended that up to 50% of the increase generated from concession revenue be provided to the grant program and that funds be distributed over a period of several years.
