F.S.S. 125.0104  Authorized uses of Resort Tax Funds

Background Discussion
  • Amendment to the Tourist Development Plan includes one time reimbursement of up to $1,000,000 to City of Bradenton for capital enhancement (new state-of-the-art scoreboard) at McKechnie Field.
  • The new scoreboard will include a video display, and architecture elements that complement the character of the ballpark.

  • Reimbursable costs will include structural design, permitting, removal of existing scoreboard and installation of new scoreboard.

  • Public Hearing ad was placed in the local newspaper on August 21, 2016.

  • TDC unanimously recommended approval of reimbursement up to $1,000,000 for the scoreboard at their regularly scheduled meeting on June 20, 2016.

  • In 2012, Manatee County executed a new 20 year agreement with the City of Bradenton in the amount of $400,000 per year.  The Pittsburgh Pirates provide $400,000 worth of in-kind brand awareness during regular season home game for the term of the current agreement.

  • In 2012, Manatee County was limited in tourism tax revenues that required the City of Bradenton/Pirates to reduce components of the renovation project that included a new scoreboard.  Today, resources are available to offer the City of Bradenton/Pirates up to $1,000,000 to add a new scoreboard at McKechnie Field.  Scoreboards are common at most Spring Training ballparks throughout Florida.

  • During the past four years, the Pittsburgh Pirates owner has invested over $12,000,000 at both McKechnie Field and Pirate City.

  • This one-time investment will not compromise our ability to market the destination and provide resources for other county-wide capital projects that are eligible to use tourist development tax funds.

  • Spring Training 2015 generated an economic impact of $36,000,000 to the Bradenton Area.

  • Project will be paid with 100% tourism tax proceeds that is limited in use via Statute F.S.S. 125.0104.

  • No ad valorem taxes will be budgeted for this project.
