Background Discussion

Update of previous work session, September 17, 2013.

Manatee County Area Transit (MCAT) provides origin-to-destination Handy Bus (paratransit) transportation service by appointment to individuals who are eligible under the state Transportation Disadvantaged (TD) Program and as a requirement of the Americans with Disabilities Act (ADA).  Both TD and ADA paratransit services are subject to different operating rules that address the eligibility of users, what fares can be charged, what hours each service should operate, and where prospective users can travel.  As the recipient of state and federal grant funding targeted for provision of the door-to-door services described, Manatee County is charged with administering and operating those services consistent with state and federal requirements.

To inform the Manatee County Board of County Commissioners on the status of MCAT Handy Bus services, Public Works staff has prepared an overview of the program that will include the following:

  • Review of Handy Bus Services
  • Program Eligibility Process
  • Service Levels & Staffing
  • Customer Satisfaction
  • Innovations
  • Fares
  • Future
