Change Order 4 to Contract # 11-1568-BG (Lena Road Landfill Gas Electric Generator, Phase I)

Authorize the County Administrator or his designee to execute Change Order 4 to Contract # 11-1568-BG with Stearns, Conrad and Schmidt, Consulting Engineers, Inc., DBA SCS Field Services, increasing the Contract amount by $12,144.38 from $4,480,812.40 to $4,492,956.78 and adding 242 calendar days to the contract for a revised completion date of April 30, 2015.

Change Order No. 4 provides for installation costs associated with introducing the back up blower and the Variable Frequency Drive (VFD) that were added to the project as part of Change Order 2.
The installation costs incurred are based on actual field conditions for configuring the equipment and integrating into the Supervisory Control and Data Acquisition (SCADA) system.
Change Order No. 3 provided for an administrative correction with no change to the contract value or contract time.
Change Order No. 2 provided for the purchase and installation of a Multistage Centrifugal Blower identical to the existing one as backup and provides for a 75 HP Variable Frequency Drive to control the speed of the blower to maintain a desired vacuum on the landfill. This was an owner directed change not included in the original design. Change Order No. 2 also adds 263 calendar days to the contract time which changes the completion date from December 11, 2013, to August 31, 2014. The total increase in cost for this Change Order is $148,331.60.
Change Order No. 1 provided for a Flare Integration, Installation of VFD and Pressure Control, Modification of the Flare, SCADA Integration and Facility Remote Monitoring which was requested by Manatee County and was not included in the original plans. This Change Order No. 1 also includes a request from Manatee County to change the J-Box located in the electrical room from galvanized steel to stainless steel. The total increase in cost for this Change Order is $127,836.80.
December 11, 2012, the BCC executed a Guaranteed Maximum Price (GMP) of $3,918,644.00 to the contract with SCS Field Services for the construction phase of the project.
April 30, 2012, the BCC executed a contract with SCS Field Services for $286,000.00 to provide for the design of an enclosed structure and a generator set which will use Landfill Gas from the Lena Road Landfill to produce electricity for the adjacent Southeast Water Reclamation Facility (SEWRF). The contract also provides for ten (10) years of maintenance and operation.
