Action Requested


Based on the evidence presented, comments made at the Public Hearing, the technical support documents, the action of the Planning Commission, and finding the request to be CONSISTENT with the Community Planning Act as codified in applicable portions of Chapter 163, Part II, Florida Statutes and the Manatee County Comprehensive Plan, I move to TRANSMIT Plan Amendment PA-19-02/Ordinance 19-21, as recommended by the Planning Commission.

Background Discussion

• Ms. Darenda Marvin, AICP, with Grimes Goebel, et al, agent of the property owner, is requesting a Comprehensive Plan Future Land Use Map amendment from RES-3 (Residential 3 dwelling units per acre) (approximately 80 acres), and RES-6 (Residential 6 dwelling units per acre) (approximately 80 acres Future Land Use Classifications to the MU (Mixed Use) Future Land Use Classification for a total of approximately 160 acres.

• The Plan Amendment site is located at the southeast quadrant of Ellenton Gillette Road and 29th Street East, Palmetto.

• The Plan Amendment includes Policy - a D.5 provision limiting the location of the industrial development to the eastern portion of the project site.  The D.5. provision reads as follows:

Policy  D.5.14/Ordinance 19-22 (Parrish Land Investments LLC PA-19-02  “The property known as the “Parrish Land Investments, LLC Plan Amendment” shall be limited as follows: The property consists of 160 acres with approximate dimensions of 2,758 feet by 2,582 feet. The western 100 acres of the property, or the approximate western 1,700 feet, shall not be developed with any Industrial land uses.”
• The proposed amendment site is vacant and is zoned PDR (Planned Development Residential) and had an associated plan approved with 457 residential dwelling units which has expired.
• Staff recommends transmittal.

• On September 12, 2019, by a vote of 7 – 0, the Planning Commission recommended transmittal.
