Interlocal Agreement - Anna Maria Island Joint Cities ULI Study

Authorization for  the Manatee County Administrator to execute an Interlocal Agreement between Manatee County and the City of Anna Maria for an Island-Wide Study by the Urban Land Institute.

Background Discussion

On September 23, 2014, the Board of County Commissioners approved R-14-119 which established guidelines for a grant program that would allow the Anna Maria Island communities to collectively apply for funding for projects that would provide island wide benefits.  Funding for the program would come from additional  revenues generated from the concession agreement for county island beaches since the selection of the new vendor for concessions.

At the meeting, the Board also directed staff to prepare an interlocal agreement with one of the island cities to reimburse them for the cost of an island wide study to be done through a contract with the Urban Land Institute (ULI).

The City of Anna Maria will be acting on behalf of Bradenton Beach, Holmes Beach, and Anna Maria.   This interlocal agreement provides that Manatee County will reimburse the city for up to $130,000 for the ULI study and ancillary costs associated with performing the study.

Funding comes from the excess island concession revenues as provided for in R-14-119.
