Action Requested
  1. Authorize staff to continue discussion with HART and participating transit agencies regarding a Smart Fare Card pilot program.
  2. Authorize staff to bring back a memorandum of understanding between HART and Manatee County.

Background Discussion

Over the last two years, Manatee County Transit Division Staff has been a participating member of the Regional Fare Working Group. The Working Group consists of representatives of eight transit agencies in the Tampa Bay region, including Hillsborough Area Regional Transit Authority (HART), the Pinellas Suncoast Transit Authority (PTSA), Pasco County, Hernando County, Manatee County, Polk County, Sarasota County, and Citrus County. The Working Group was formed and charged to lead an initiative to achieve interoperability and shared fare media throughout the Tampa Bay region. The major effort is to establish a common fare revenue collection system to facilitate inter-county travel on public transportation services.

The lead agency, HART, led by their Chief Financial Officer Jeffrey Seward, initiated the project and took the lead in fostering participation from transit agencies in the region; and also secured Florida Department of Transportation (FDOT) grant funding. While HART is the designated grant recipient for the FDOT funding, this funding will be utilized to benefit all participating agencies.

In July 2014, the Working Group approved a new phased approach for implementation of Smart Fare Card media throughout the region. The first phase of the new approach includes the implementation of Smart Card readers on board vehicles of several of the smaller transit agencies (Pasco County, Citrus County, Hernando County, Sarasota County, and Manatee County) which already have compatible/upgraded fare box equipment. Manatee and Sarasota counties stand to benefit from an initial pilot project on the jointly operated, inter-county US41 route corridor. After successful implementation, the same Smart Card technology could be applied to entire transit fleet vehicles in both Sarasota and Manatee counties; and the implementation steps replicated by the other members of the Regional Fare Working Group when they have the upgraded fare box equipment.
