Action Requested

Adoption of Resolution R-16-036 of the Board of County Commissioners of Manatee County, Florida, regarding land development; amending the Manatee County Public Works Highway and Traffic Standards Manual Part 3 Highway & Traffic Standards, Incorporating Section 3.1.6 Complete Streets; providing for applicability; providing for severability; and providing an effective date.

Recommended Motion:

Based upon the staff report, evidence presented, comments made at the Public Hearing, finding the request to be consistent with the Manatee County Comprehensive Plan, and consistent with the general purpose and standards of Chapter 8 Engineering Design and Utilities of the Manatee County Land Development Code, I move to recommend adoption of Manatee County Resolution R-16-036, as recommended by staff.

Background Discussion
  • Complete Streets are roadways designed to accommodate all users, including, but not limited to motorists, cyclists, pedestrians, transit and school bus riders, delivery and service personnel, freight haulers, and emergency responders. “All users” includes people of all ages and abilities.
  • In March 2012, the Manatee County Health Department (MCHD) was awarded a Power of Policy grant from the American Public Health Association, specifically for Complete Streets policy planning in Manatee County, FL. 
  • The MCHD formed a Complete Streets Workgroup to support the project.  Many local public organizations including the various County staff, law enforcement, fire, EMS, School Board and various staff from the cities participated. The workgroup presented the recommended policy guidelines to the BoCC in late 2012.
  • In April 2013, based on the workgroup’s recommended policy guidelines, Manatee County included “Complete Streets” goals, objectives and policies into the Comprehensive Plan. A definition of Complete Streets and a new Goal 5.6, with objectives and policies promoting the Complete Streets design were added to the Comprehensive Plan and provided in the following section of this staff report.
  • The proposed resolution and new Complete Streets section of the Public Works Highway and Traffic Standards Manual is the implementation of Policy criteria and performance standards for Complete Streets shall be established by Manatee County Public Works Department.
  • Since the policies were added into the Comprehensive Plan, the Florida Department of Transportation (FDOT) has also been working on the implementation of Complete Streets for state roadways. The FDOT has hosted workshops on multi-modal planning and complete streets around the state to educate professionals on these changes. Recently, amendments have been made to their Plans Preparation Manual and other guiding documents.
  • The new Complete Streets section will provide the ability for the County to implement Complete Streets design standards as it deems appropriate. The development community, at their option, may incorporate Complete Streets designs.
