Change Order 3 to Agreement 14-0131CD, Rehabilitation of Headworks and Internal Recycle Pumps at the Southeast Water Reclamation Facility

Authorization for the County Administrator or his designee to execute (No Cost) Change Order 3 to Agreement 14-0131CD, Rehabilitation of Headworks and Internal Recycle Pumps at the Southeast Water Reclamation Facility (SEWRF), with Brandes Design-Build, Inc., adding 350 calendar days to the construction schedule with no additional cost to the Agreement.
Manatee County Code of Laws
On April 25, 2014, the Board of County Commissioners executed a contract with Brandes Design-Build, Inc., in the amount of $3,943,108.40 and 365 contract days for rehabilitation of the headworks and recycling pumps at the SEWRF.
On January 7, 2015, Administrative Contract Adjustment 1 was approved at a cost of $96,000.00 and adding 30 additional days to the contract to remove sand and other coarse particles remaining after the dewatering of tank 2.
On March 4, 2015, Administrative Contract Adjustment 2 was approved for adjustments in repair quantities and added structural repairs for Basin 1 discovered after draining and inspecting the structure of the Basin. No additional costs or time were incurred for these adjustments.
On March 24, 2015, the Board of County Commissioners approved Change Order 1 to add $28,806.12 and 90 contract days for (SCADA) computer programming to remotely monitor and control the newly installed operating system.
On December 1, 2015, the Board of County Commissioners approved Change Order 2 to add $101,125.80 and 84 contract days for adjustment of repair quantities and added structural repairs for Basin 2 discovered after draining and inspecting the structure of the Basin.
Change Order 3 adds 350 contract days for procurement and replacement of flow meters that were not relaying accurate readings during the testing and start-up of the new system. The 350 additional days starts from the contract substantial completion date of February 10, 2016, when collaboration began on solving the inaccurate readings and includes the procurement and delivery of one flow meter initially to ensue it is operating efficiently before ordering the remaining three flow meters. Additional days also include holidays, weather days, and unexpected delays. The ($31,883.75) cost for these flow meters were paid through a set-aside contingency fund and added no additional cost to the contract.
