Approval of the 2016-2017 Manatee County Behavioral Health Transportation Plan.
F.S. 394 Baker Act
The Manatee County community has successfully implemented a behavioral health transportation plan (Plan) in Manatee County since 1997, as approved every five (5) years by the Board of County Commissioners and the Department of Children and Families. The most recent Plan was approved by the Board of County Commissioners in 2012. The Plan participants include local hospitals and behavioral health hospitals, law enforcement, and Manatee County Public Safety/EMS.
F.S. 394.462 requires that a transportation plan be developed in conjunction with the local managing entity (CFBHN - Central Florida Behavioral Health Network) and implemented in each County by July 1, 2017. Coordination with CFBHN was not a previous requirement. The purpose of the transportation plan is to describe methods of transport to a facility for involuntary behavioral health examination or admission.
The attached Plan, presented for Board approval, has been developed by various Manatee County stakeholders to continue our community's centralized system for acute behavioral health services. It does not contain any major changes to the existing behavioral health system in Manatee County. The Suncoast Behavioral Health Center has been included as a private receiving facility hospital, as Manatee Memorial Hospital no longer serves as a Manatee County receiving facility.
The stakeholders collaborating in development of the attached Plan include the Florida Department of Children and Families, the Central Florida Behavioral Health Network, Centerstone Hospital, Suncoast Behavioral Health Center, Manatee Memorial and other local hospitals, Manatee County Sheriff's Office and other local law enforcement, Manatee County Public Safety Department, and the Neighborhood/Community Services Departments.
The attached Plan requires approval at this time by the Board of County Commissioners. The Plan will then be forwarded for approval by the Central Florida Behavioral Health Network and the Department of Children and Families. There is no cost to the County for continued implementation of this Plan in the community.
The attached letters from various community stakeholders are provided in support of the approval of the Plan.
