Action Requested
Approval of annual lease agreement and funding agreement with Rubonia Community Association, Incorporated for the time period October 1, 2017 - September 30, 2018, in the amount of $50,000 to provide facility management and drop in programs at the Rubonia Community Center, 1309, 72nd Street East, Palmetto, Florida 34221.

Background Discussion
  • The Rubonia Community Association, Incorporated (RCA) has successfully managed and operated the Rubonia Community Center (owned by Manatee County) since June 1, 2016.
  • During the past two fiscal years RCA has provided facility management, program development and oversight of outside programs to serve the community.  Collaborations with Meals on Wheels Plus, Inc., the Derrick Randall Foundation, the manatee County Health Department, The Manatee County Library System, The School District of Manatee County, to name a few. 
  • This lease and agreement allows the Rubonia Community Center to be for drop in programs for the citizens of Rubonia and Manatee County, daily, Monday through Friday and weekends upon approval by the County.
  • Programs may include; tutoring, computer access, literacy and reading, nutrition, recreation and government service applications and drop offs.
  • RCA shall coordinate as directed by the County with other providers that may conduct services for youth of the community that can be enhanced by the use of the Rubonia Community Center and/or it's exterior grounds.
  • RCA shall serve as the Facility Manager under the terms of a Lease agreement and shall protect and respect the requirements of the lease by upholding the terms of the agreement on behalf of the County.
  • The County monitors the programs and lease on a monthly basis and serves as the approval authority for additional service provider requests.
