Background Discussion

In 2007, the Florida Legislature created the Tampa Bay Area Regional Transportation Authority (TBARTA) to implement improved mobility options for freight and passenger movements in a  defined seven county region along the Gulf Coast/West Central Florida. During the subsequent ten-year time period, TBARTA was tasked with preparing and updating a regional "Transportation Master Plan", which includes multi-modal components.

The Florida Legislature in 2017 revised the enabling legislation for TBARTA including three major changes:

  1. The scope of TBARTA is now public transit and the organization is now known as the Tampa Bay Area Regional Transit Authority;
  2. Rather than a multi-modal Master Plan, TBARTA is required to develop a regional Transit Development Plan (TDP); and
  3. The TBARTA "region" is redefined and condensed such that it no longer includes Citrus and Sarasota Counties. The TBARTA Board composition is also changed to reflect the newly defined region, include private sector memberships that are appointed at the state level, and include the elected leadership from the largest municipal governments in the region (i.e. City of Tampa and City of St. Petersburg).

Ray Chiaramonte, TBARTA Executive Director, will make a presentation to the Manatee County Board of County Commissioners that will define the recent legislative changes to TBARTA and next steps in development of a regional TDP.
