Non Profit Agency Funding Agreements

Action Requested
In matters pertaining to Non Profit Agency Funding approved in the 2017/2018 County annual budget by the Board of County Commissioners on September 25, 2017:

Authorize the Chairman to execute the Results First Children's Services agreement with the Early Learning Coalition of Manatee County, Incorporated  for Early Care and Education Assistance and Childcare subsidies in the amount of $2,260,143.00, for the time period October 1, 2017 - September 30, 2018.

Authorization for the County Administrator or his designee to execute Results First Non profit Agency funding agreements, for services and amounts approved in the County 2017/18 annual budget, within the established guidelines of the County Administrator's Authority.

Background Discussion
  • On August 24, 2017, Neighborhood Services Department staff presented to the Commission recommendations for the annual funding for Results First Non Profit Agencies to support elements of programs that provides services to citizens in need of health and welfare assistance based on a variety of eligibility areas.
  • During the annual County budget process which concluded with budget approval at  a public hearing on September 25, 2017, the Board of County Commissioners approved the annual awards to non profit agency funding agreements.
  • The Early Learning Coalition of Manatee County, Incorporated (ELC) is the Countywide State Funded Childcare program.  Their program provides childcare subsidies to families in the County serving children from birth to thirteen years old based on a sliding fee scale of income for the family with a goal of all children being school ready at the appropriate age. Childcare agencies within this program are held to a strict standard of requirements based on the number of children, developmental appropriate curriculum, and regular site visits by ELC, State, and County where appropriate.
  • There are not enough allocated funds from the State to provide subsidies to all of the children in need and Manatee County Children’s Services Tax helps to add additional funds so that the childcare waiting list can be reduced and children can be placed in care while parents work or go to school.
  • The ELC contract consists of the following four programs with unit totals and program cost. All programs are based on a Results First format and monitored by County staff regularly:

  • Staff from the Neighborhood Services Department evaluates and monitors these programs monthly through a series of desk audits and site visits to ensure that the programs are meeting all contractual requirements.
  • All agreements are "Results First" formatted using the approved boilerplate language and then the individualized attachments and exhibits to obtain the highest and most beneficial results for the investment by the County.
  • In previous years the Commission has allowed the County Administrator or his designee to execute these agreements for a not to exceed amount of funds approved by the Commission in the annual budget process and for the approved service, knowing that the Neighborhood Services Department staff is monitoring and evaluating the programs on a regular basis.
