RESTORE Act Direct Component Multiyear Implementation Plan

Action Requested

Execution of letter requested by the Office of the Gulf Coast Restoration acknowledging that Manatee County intends to submit future phases to its multiyear plan, which may include the Workforce Development project originally listed in the initial multiyear plan.

Background Discussion

Upon successful completion of the required 45-day public feedback process and the Board of County Commissioners approval of five proposed Direct Component projects, the U.S. Department of the Treasury responded to our multiyear implementation plan submittal with further questions about the Workforce Development Program.

Project: Natural Resources Workforce Development

Manatee County Parks and Natural Resources Department will create a pilot program with the goal of preparing the recent graduate or professional looking to retool for a new career to become an effective natural resource management technician. Safeguarding and caring for our increasingly scarce and valuable natural resources including: our air, land, water, and wildlife, requires exposure to a wide variety of skills and knowledge bases.

Over a five-year period this workforce development program will deliver to each enrollee over 430 hours of job relevant classroom training through our partners and nearly 3,000 hours of on-the-job training under the direct mentorship of County specialists in a variety of disciplines including prescribed fire management, invasive species management, visitor services, and spatial data management using GPS/GIS technologies. Through this program, we intend to steepen and shorten the traditional 10-year learning curve by combining one-on-one mentorship with environmental professionals and training via existing curricula.

The workforce project is proposed to launch for the Natural Resources Division and the Environmental Protection Division in 2019.

The Treasury expressed willingness to approve the other four projects for immediate progression into the individual application stage. They require a letter from the Board of County Commissioners acknowledging that the Workforce Development program may still be included in a future phase of the multiyear implementation plan, as it has already been publicly vetted and approved by the County.

Our proposed program is designed in accordance with the RESTORE Act and Treasury regulations' eligible activities for Direct Component funds for "workforce development and job creation."

As noted in the preamble to 31 CFR Part 34 Final Rule published December 14, 2015, the RESTORE Act's legislative history explains that workforce development "is intended to include non-profit, university, and community-based workforce, career and technical training programs. This would also include the identification of projects, research, programs, and partnerships with federal, state, and local workforce agencies, industry and local stakeholders from economically and socially disadvantaged communities." S. Rep. No. 112-100, at 8 (2011).

The County will provide further details about the program to the Treasury through a future phase multiyear plan within the coming year.
