2018 Community Transportation Coordination Agreements

Action Requested
Authorization for the Chairperson to execute the 2018 Community Transportation Coordination (CTC) Coordination Agreements with the following agencies: Centerstone of Florida, Inc., Easter Seals Southwest Florida, Meals on Wheels Plus of Manatee, Inc., United Cerebral Palsy of Southwest Florida, Inc., and Westside Group Home. All of these local nonprofit agencies are coordinated Transportation Disadvantaged (TD) service providers working with the Public Works/Transit Division to serve TD  clients in the Manatee County service area.

Enabling/Regulating Authority

Florida Statutes Chapter 427, Rule 41-2, Florida Administrative Code (FAC); State of Florida Commission for the Transportation Disadvantaged (CTD) and the Local Coordinating Board (LCB) approved Transportation Disadvantaged Service Plan (TDSP). The approval of annual coordination agreements is required for consistency with the approved TDSP update and continued funding eligibility.

Background Discussion

The Manatee County Board of County Commissioners serves as the designated Community Transportation Coordinator (CTC) for the Manatee County service area. The TD program implementation and system oversight is provided through the Manatee County Public Works/Transit Division. 

The CTC is responsible for coordinating all TD transportation services, which are funded and regulated by the Florida Department of Transportation (FDOT) and the State of Florida Commission of the Transportation Disadvantaged (CTD). This includes coordination for local TD service provision, and execution of coordination agreements with local agencies that serve TD program clients.

Several local nonprofit agencies in Manatee County's coordinated TD system request Federal Transit Administration (FTA) Section 5310 grant funding. The FDOT serves as the "designated recipient" for FTA Section 5310 funding, and the nonprofit agencies that serve TD clients utilize Section 5310 funding to purchase vehicles to provide TD transportation services.  Each of these agencies must enter into or renew a coordination agreement annually with the CTC as part of the Section 5310 application submittal to FDOT.
