Action Requested

Authorization to award IFB 15-1947DC, 51st Street West Gravity Sewer Replacement, to the lowest, responsive, and responsible bidder, Pospiech Contracting, Inc., Inverness, Florida, for a total base bid of $2,931,908.45 and 240 days completion; and authorize the County Administrator, or designee, to execute the Agreement and accept and date the performance and payment bonds.

Background Discussion

The project provides for the replacement of the deteriorating gravity sewer and ten sewer manholes along 51st Street from 9th Avenue West to 19th Avenue West (Bradenton), including asphalt pavement, curb, and driveway repairs. County engineering staff designed this project and estimated construction to be $2,170,279.

Formal competitive sealed bid procedures were followed resulting in a total of four bidders submitting a sealed bid for consideration.

Staff evaluated the variation in bid pricing and obtained assurance from the contractor of contractor's ability to perform the work at the prices bid and within the time frame indicated. In their evaluation, staff  considered: 1) The complexity and logistics of the project in that the gravity sewer is constructed deeper than what is standard and is in close proximity to other utilities, specifically overhead power lines;  2) The project is a live sewer and needs to be maintained at all times and the contractor will have to maintain continual access into the neighborhood for the residents; 3) These factors significantly affect the contractor's means and methods and the staging of the project. All of these variables will affect item cost which will vary by contractor. 

The Public Works Department recommends award of the project to Pospiech Contracting, Inc.

On October 20, 2015, the Board of County Commissioners approved  Budget Amendment #B-16-008/4 for the funding of this project.
