Interfund Loan from the General Fund to Court Technology Fee Fund

Adopt Resolution R-16-167 for an Interfund Loan from the General Fund (001) to the Court Technology Fee Fund (194).
Section 163.1 of the Florida Statutes
Article V, Section 14 of the Florida Constitution, Section 29.008, F.S. and Section 28.24(12)(e) F.S. established and set forth the county's responsibilities and funding mechanisms for providing the facilities, infrastructure, hardware, software, and support for electronic systems for court-related technology needs by those enforcing the criminal laws and providing access to the courts for the citizens of Manatee County. According to Florida Statute 29.008(2), Counties shall pay reasonable and necessary salaries, costs, and expenses of the State Courts system, to meet local requirements.
The County has collaborated with the various agencies that enforce the criminal laws to provide funding and support for the facilities, infrastructure, hardware, software, and support for electronic systems supporting the court-technology needs.
The prior economic downturn and increasing technology expenses has resulted in revenue collections not keeping pace with expenditures for the Court Technology program. As a consequence, the County has loaned money from the General Fund to the Court Technology Fee Fund.
Expenses for Court Technology have increased from approximately $693,000 in 2010 to a budget in FY17 of approximately $972,000. The increased budget was for Court Operations in the Court Admin, State Attorney and Public Defender Tech Systems. Revenues were approximately $505,000 in 2010, and are budgeted at $750,000 for 2017.
This resolution formally acknowledges the Interfund Loan of $500,000 that includes amounts of $250,000 for FY16 and $250,000 for FY17 from the General Fund (001) to the Court Technology Fee Fund (194). It is expected the loan be repaid as the Court Technology revenues recover.
