Background Discussion
  • In 2017 Manatee County Commissioners voted unanimously to request state funding for a $2.8 million project to construct stormwater and drainage improvements to alleviate flooding conditions in Rubonia, a 100-year-old neighborhood built before regulations governing roadways and drainage.
  • The County's grant application proposed to add curbs, gutters and storm drain piping to alleviate routine flooding conditions throughout the community.  It also sought to improve water quality in Terra Ceia Bay, an Aquatic Preserve and Outstanding Florida Water.
  • State Sen. Bill Galvano and State Rep. Joe Gruters agreed to sponsor 2017's House Bill 2359 for Rubonia funding and were instrumental to its inclusion as part of the Florida Department of Environmental Protection's 2017-18 budget (DEP line item# 1606A)
  • Ultimately Governor Rick Scott approved the state budget that included $1.5 million for the Rubonia Stormwater Drainage Project.
  • The Rubonia project was also a subject of Sales Tax Referendum where five-foot-wide sidewalks will be added on the roadway that will promote community health and pedestrian safety.
  • This grant agreement provides $280,000 for engineering design and permitting along with $1,220,000 for construction of the project.
