Action Requested

1. Adoption of Resolution R-13-074 approving FY 2013-2014 grants to the West Coast Inland Navigation District (WCIND) and authorizing the submission of said applications.

2.Authorizing the Chairman of the Board of County Commissioners to sign any and all agreements with WCIND upon approval of said applications.

3. Authorizing the County Administrator or his designee to sign extension and new sub-agreements with those agencies that are not County departments.

Background Discussion

On February 1, 2013 Natural Resources informed all current recipients and the mayors of all the municipalities that FY 2014 WCIND funding applications would be accepted until March 29, 2013.  A total of 19 applications were received and have subsequently been reviewed by staff. All applications meet the criteria and are recommended for approval.

Manatee County is authorized by Rule 66A-2, Florida Administrative Code, to approve and administer waterway projects as a member of WCIND.  Rule 66A-2 F.A.C also requires the submission of applications to WCIND no later than May 31st of each year.  The following funding categories have been established for WCIND projects: Law Enforcement, Navigation Improvement, Environmental Education, Boating Safety and Education, and Boating Recreation.

The total request for WCIND funds is $785,794.50.  An estimated $700,000 is projected to be available from the millage in FY 2013-2014, beginning October 1, 2013.  Any additional funds needed to meet the amount approved by the Board can be drawn from the Countywide Navigational Improvement Funds portion of Manatee County's WCIND funds.  The additional amount needed is estimated at $85,794.50.

Recommended for funding:

Law Enforcement: Manatee County Sheriff Marine Patrol Unit ($71,722); Bradenton Beach Police Boat Motor ($23,000); Holmes Beach Police Boat Motor ($18,310)

Navigation Improvement: Bradenton Beach Derelict Vessels ($25,000); Anna Maria Island Dredging ($149,500)

Environmental Education: Manatee County Natural Resources Stow It Don't Throw It ($2,600); Manatee County Natural Resources Get Your Feet Wet ($1,800); GWIZ Water Workshops ($28,250)

Boating Safety/Education:  USCG Auxiliary #84 Classes ($3,000); USCG Auxiliary #85 Equipment ($5,000); USCG Auxiliary #83 Equipment ($1,500); USCG Auxiliary #81 Materials ($1,500); Civil Air Patrol Search and Rescue ($10,500); Sail and Power Squadron Materials ($1,112.50)

Boating Recreation: Manatee County Natural Resources Robinson Preserve Canoe Launch/Parking ($118,000); Manatee County Parks and Recreation Bennett Park Canoe Launch ($15,000); Bradenton DDA Riverwalk Pier ($10,000); Manatee County Natural Resources Coquina South Parking ($175,000); Manatee County Natural Resources Palma Sola Boat Ramp ($125,000).

Staff recommends that the Board adopt Resolution R-13-074 approving the applications and authorizing staff to transmit to WCIND.

After these applications are submitted, WCIND will review and approve at their September 13, 2013, meting and formal agreements are executed.  At this same meeting, WCIND will approve and sign all amendments/extensions for those grantees that request a one year extension which is allowed Under Rule 66A-2 F.A.C. There are also sub agreements and amendments between the County and those grantees not associated with any County function.  Since the BOCC signs the agreements after the Chairman of WCIND has executed them, and the next WCIND meeting is not until November, there is a significant delay in doing any administrative work.

Staff is recommending that 1) the BOCC Chairman be authorized to sign all grant agreements between WCIND and Manatee County for those approved applications prior to the September 13, 2013, WCIND meeting and 2) the County Administrator or his designee be authorized to execute all sub agreements and extension amendments between Manatee County and those approved agencies.
