Supplemental funding for Warner's Bayou Boat Ramp

On September 10, 2010, Manatee County entered into an agreement with the West Coast Inland Navigation District (WCIND) for improvements to the Warner's Bayou boat ramp (Project M-228C). Total funding for the project was $728,600- $364,300 from WCIND and $364,300 from the Florida Boating Improvement Program (FBIP) Fund. Proposed work included reconstruction and upgrades to the boat ramp, docks, seawalls, parking lot, restrooms and improved lighting.
The initial assessment of the seawall was that it would not need replacing, however after the coffer dam was installed and the area around the ramp dewatered, several structural issues with the wall were revealed. As confirmation, a section of the wall actually failed shortly thereafter. (See attached pictures) Even though it was not originally planned, a complete replacement of the aged seawall was the only option. This decision was reached based on the fact that the deterioration of the wall would present a threat to public safety and if not replaced in a timely fashion it would have represented a more challenging hazard.
This added an additional $121,000 to the cost of the project. Under the Boating Recreation category, the County is required to provide a 100% match. THe match of $121,000 will be the value of the existing land. In consultation with the Executive Director of WCIND, staff has been informed that based on this information a funding request for emergency repairs "over budget" is in order. This request will be approved by the WCIND Board at their next meeting on June 7, 2013. The funds will be taken from the County's Countywide Navigation Improvement Fund which has an estimated balance of approximately $2,000,000
Staff is recommending that the Chairman be authorized to request $121,000 from WCIND for emergency repairs over budget for the Warner's Bayou Project. Staff further recommends that the Chairman be authorized to execute a contract with WCIND if necessary.
