10:30 A.M. TIME CERTAIN - BUILD (Better Utilizing Investments to Leverage Development) Grant Application for the Sun Recreational Trail

Authorize Parks and Natural Resources Department to prepare the application for the BUILD Grant program on behalf of the Board of County Commissioners and obtain the services of ADEAS-Q by Work Assignment to assist in the grant preparation application under the Public Works Continuing Services Agreement utilizing Park impact fees as the funding source.
Adoption of Budget Resolution B-18-074 amending the annual budget for Manatee County, Florida, for Fiscal Year 2017-2018.
Manatee County, along with the City of Palmetto and its Community Redevelopment Agency (CRA), plans on making substantial investments in the Lincoln/Washington Park area north of the river. Anticipated improvements include: a competitive pool for Lincoln Park, upgrades of the athletic football field at Lincoln park, a multi-phase recreation and preserve enhancement at the County-owned 88 acres at Washington Park, and participation in the state sponsored "Sun" Recreational Trail, made up of a "rails to trails" alignment along the CSX railroad line at Lincoln Park, leading eastward to the Gamble Mansion and points north along Florida Power & Light tractage.
These activities have attracted the attention of Florida Department of Transportation's (FDOT) Central Manatee Network Alternatives Analysis (CMNAA) working group who have stepped up to coordinate a partnership between FDOT, Sarasota/Manatee Metropolitan Planning Organization, Manatee County, City of Palmetto, the Palmetto CRA, and Manatee County School Board. This working group has met to assemble a Palmetto trails network plan involving the participation of all entities with short-range planning assistance from FDOT's transportation consultant VHB.
Manatee County Government has the opportunity to work on a potential partnership application with FDOT and the City of Palmetto CRA for a federal grant formerly known as TIGER, now the Better Utilizing Investments to Leverage Development (BUILD), to support a pedestrian trail and community connectivity and economic development in the Palmetto/Lincoln Park/Washington Park communities.
If achieved through partnership, this grant can generate construction funding for elements of the State Sun Trail Network north of the river including neighborhood connections between Washington Park, Lincoln Park, the Palmetto Youth Center, and additional trail connections further east, west, and south into the city of Bradenton.
Budget Amendment B-18-074 appropriates $20,000 for consulting services to assist in the development of the grant application. Funding comes from Parks Impact Fees.
