Background Discussion

Change Order No. 3 is for additional design and data gathering services, project management services, land acquisition services, and public information services. Additionally, reallocation of existing funds to better align financial aspects with the project’s needed design services.

Procurement History

On June 20, 2013, the County approved the Master Agreement 12-1032BG with AECOM Technical Services, Inc. of Tampa, FL to provide Professional Services for Transportation Engineering.

On June 4, 2015, Work Assignment 3 was issued to begin the gathering of data needed for design and permitting and provide Survey / Mapping, Geotechnical, and Subsurface Utility Engineering (SUE) services for the project design of the proposed 44th Avenue East improvements and new bridge over the Braden River. The initial work effort authorized by Work Assignment 3 did not include professional engineering design and right-of-way acquisition services due to limited available funding at the time.  This initial scope of services allowed us to gather all of the data needed for design.
 
On August 25, 2015, the Board of County Commissioners approved Change Order 1 to Work Assignment 3 to add additional design collection services and furnish professional engineering and right-of-way acquisition services for the construction of 44th Avenue East, from 45th Street East to 44th Avenue Plaza East.

On February 7, 2017, the Board of County Commissioners approved Change Order 2 to Work Assignment 3 to add additional utility design work and data gathering services which were the result of the County receiving the updated utility Master Plans for the construction of 44th Avenue East, from 45th Street East to 44th Avenue Plaza East. 
 
Change Order No. 3 to Work Assignment No. 3 is for additional design and data gathering services, project management services, land acquisition services, and public information services.  The additional services are needed due to the ongoing efforts to acquire land from the owners of 40 parcels that would be affected by the project.  The majority of property owners have retained legal counsel, which has significantly complicated the right-of-way acquisition process and has caused the land acquisition, data collection, and engineering design efforts by the consultants to exceed the original scope of services authorized in Change Order One (1).  In addition, Public Information Services are being added to the scope of services due to the high-profile nature of the 44th Avenue East project and the need for these services during construction. Change Order No. 3 changes the contract amount by $657,113.00 from $4,230,840.00 to $4,887,953.00 as shown below:
