Authorize the County Administrator or his designee to execute Change Order # 1 to T1200183 with Quality Enterprises USA, Inc., decreasing the Agreement amount by $59,440.00 from $1,428,021.60 to $1,368,581.60 and adding one hundred eighteen (118) calendar days to the completion schedule.

Background Discussion

Change Order # 1 provides for credits due the County for work performed by County staff and plant material removed from the project. Change Order #1 includes increases for fill material to raise the DeSoto Woods entrance drive and walkways, and to replace earlier selected Florida native plant material with Florida friendly material. With the change of plant material, an additional 118 days is requested to grow, deliver, and install the Florida friendly plant material. The path to the decreased dollar amount consisted of the deduction of  temporary tree and plant protection  (line item # 6), ornamental fencing (at two entries) (line item # 12), ornamental pedestrian gate (at two entries) (line item # 13), entry gate vehicular (line item # 40), Palmetto St. Augustine Sod (line item # 60), and the 90-day watering (line item # 60) for the sod and then in turn the addition of the fill material for Desoto Woods Entrance, additional sidewalks at restroom, Splendor Spike Rush @ 18" o.c. along trail, additional usage of pine straw and shiney blueberry plantings. It was determined that the first four item numbers as noted above were to be less expensive if the work was performed by the County. Upon review of the deductions with the Contractor, an agreement was forged to credit these funds back to the County. The change in plant materials created the credit associated with line item # 60 and line item # 63. The fill material for the Desoto Woods entrance was directly related to a discrepancy on the construction drawings. The initial cost was successfully negotiated from $44,600.00 to $27,000.00. The proposed sidewalks were not ADA accessible, to be compliant they were widened. The final three line items were added as a result of the plant material selection; the initial selection was Florida Native plant material which was then amended to Florida Friendly materials.

On September 26, 2012 the BCC executed a contract with Quality Enterprises USA, Inc. in the amount of $1,428,021.60 for the Conservatory Nature Park Construction and Restoration Project.
