Interfund Loan from the General Fund to Court Technology Fund

Adopt Resolution R-13-092 for an Interfund Loan from the General Fund (001) to Court Technology Fund (194).
Section 163.1 of the Florida Statutes.
Article V, Section 14 of the Florida Constitution, Section 29.008, F.S. and Section 28.24(12)(e) F.S. establish and set forth the county's responsibilities and funding mechanisms for providing the facilities, infrastructure, hardware, software, and support for electronic systems for court-related technology needs by those enforcing the criminal laws and providing access to the courts for the citizens of Manatee County.
The County has collaborated with the various agencies that enforce the criminal laws to provide funding and support for the facilities, infrastructure, hardware, software, and support for electronic systems supporting the court-technology needs.
The economic downturn has resulted in a severe decline of the fees that provide funding for the Court Technology program. As a consequence of the revenue shortfalls, the county has loaned money from the General Fund to the Court Technology Fund.
This resolution formally acknowledges the Interfund Loan of $733,564 that includes amounts of $197,425 for FY10, $120,331 for FY11, $161,808 for FY12, and $254,000 for FY13 from the General Fund (001) to the Court Technology Fund (194). It is expected that the loan can be repaid as the Court Technology revenues recover.
