Background Discussion

Public Works Department (PWD) staff and Commissioner Chappie received a request for a multi-way stop at the El Conquistador Parkway and Bayside Drive intersection.

Staff performed an engineering study and determined that multi-way stop installation was not warranted at the intersection. Staff found limited visibility in the southwest corner due to landscaping on private property. Appropriate intersection ahead warning sign was found to be in place.

On July 30, 2013, the Board of County Commissioners (BoCC) directed the PWD staff to research and present alternatives for the intersection. 

On August 13, 2013, the BoCC directed PWD staff to temporarily install a multi-way stop at the intersection. PWD staff installed the multi-way stop.

In discussion with the staff, the property owner removed the vegetation, thereby improving the sight visibility at the intersection. Based on the staff's review, the intersection now meets the minimum sight distance requirement. 

In the interest of a long-term solution, Manatee County conducted voluntary negotiations with the property owner to obtain a permanent easement at the intersection of El Conquistador Parkway and Bayside Drive. The Contract for Sale and Purchase for a Permanent Easement was obtained as a result of said negotiations and will be presented by the Property Management staff for the BoCC's approval at the May 20, 2014, meeting.

As a result of obtaining this permanent easement the County staff will be able to maintain the vegetation in the southwest corner of the El Conquistador Parkway and Bayside Drive intersection in accordance with the standards.

Therefore, Public Works staff recommends removal of the temporary installation of the stop signs on El Conquistador Parkway at this intersection.
