Federal Highway Administration Accelerated Innovation Deployment (AID) Demonstration Program Funding Application

Action Requested
Adoption of Resolution R-15-071 authorizing the signing and submission of grant application to the Federal Highway Administration (FHWA) through the Florida Department of Transportation (FDOT), the acceptance of the grant award, expenditure of the grant funds pursuant to the grant award, and providing an effective date.

Background Discussion
  • FHWA announced the availability of funding and requests grant application for Accelerated Innovation Deployment (AID) Demonstration authorized within the Technology and Innovation Deployment Program (TIDP) under the Moving Ahead for Progress in the 21st Century Act (MAP-21).
  • According to the funding eligibility requirements, Manatee County qualifies as a subrecipient of the grant funding through the FDOT.
  • Adaptive Signal Control Technology (ASCT) is one of the acceptable innovations under the funding guidelines. The InSync product planned to be used on the University Parkway pilot project is an ASCT.
  • Public Works Department proposes to take advantage of this opportunity and apply for this available grant funding for an ASCT project along State Road (SR) 70.
  • The proposal is to install the ASCT (similar to the University Parkway InSync pilot project) at twenty (20) intersections along SR 70 from Lakewood Ranch Boulevard to US 41 (14th Street W) - excluding the two (2) emergency signals.
  • There is a twenty (20) percent fund match requirement from the applicant with a $1 million maximum grant award from the FHWA.
  • FDOT, in coordination with the County staff, estimates the total project cost to be $1,411,886.
  • The application will request the maximum allowable grant funding of $1 million from the FHWA.
  • FDOT has agreed to share the responsibility of the matching funds with the County for this project.
  • County's share of the matching funds will be in the form of in-house staff labor only. No capital contribution from the County will be necessary. The estimated total of the County's responsibility is $211,443.
  • FDOT will provide the design and structural analysis as well as purchasing the spare equipment for the project. The estimated total of the FDOT's responsibility is $200,443.
  • The attached resolution applies to this funding application and will authorize the Public Works Director or designee to sign and submit the application, accept the grant award, and prepare any documents which may be required in connection with this application or subsequent agreement.
  • Upon the award of grant funding, a presentation will be made to the Board of County Commissioners (BoCC) for acceptance.
