"All-in-One" Youth/Adult League License Agreement

Action Requested

Adoption of Resolution R-17-027 authorizing the department director to execute License Agreements to be utilized between Manatee County Parks and Natural Resources Department and local affiliated sports programs, identifying use and responsibilities throughout local parks owned and/or operated by Manatee County.

Background Discussion

Over the past 38 years, Manatee County and local youth and adult sports leagues have partnered to provide additional recreational activities to county residents. Throughout these partnerships, many of the approved affiliated leagues have built solid programming foundations in the community; many leading to financial investments on park property and the expansion of certain amenities associated with their programs and their operations, by the County and the leagues.  Some of these amenities are items such as batting cages, shade structures, clubhouses, storage facilities, concession operations, and others, each requiring a separate agreement.

The Parks and Natural Resources Department currently has 5 different types of agreements in place to address the needs and uses of the current 22 affiliated sports leagues operating on County property year-round. Utilizing these 5 different agreements, the department has created as many as 198 separate agreements to permit operations associated with field maintenance, scoreboards, press boxes, storage, and other.

The attached "All-in-One" Youth/Adult League License Agreement was created in an effort to combine the 5 different agreements into one manageable agreement, allowing more control for both parties, as county staff and league presidents continue to change.  This agreement has also been reviewed by Property Management staff, addressing maintenance responsibilities associated with the leagues use of park property.

The "All-in-One" agreement is a working document as it relates specifically to each league and that league's use of the property in its current and future forms. Upon signature of each individual youth and adult sports leagues and execution of their respective "All-in-One" License Agreement, all other related league agreements will sunset.
