Action Requested
Authorization for Chairman to execute Amendment #2 to the 12/13 Emergency Home Energy Assistance for the Elderly Program (EHEAP) agreement EH-12/13-MAN between Manatee County and the West Central Florida Area Agency on Aging, Inc. (WCFAAA) increasing the funding amount by $7,144, replacing the Budget Summary, and adoption of Budget Resolution B-13-040 amending the annual budget for Manatee County Florida for fiscal year 2012/2013.

Background Discussion
  • The Emergency Home Energy Assistance for the Elderly Program (EHEAP) is funded through the West Central Florida Area Agency on Aging, Inc. (WCFAAA) and assists low income households with at least one person 60 years of age or older, who are experiencing a home energy emergency.
  • The program allows for assistance once during the heating season and once during the cooling season through an application process.
  • January 27, 2006, BCC gave authorization to allow the Community Services Department to take over the responsibilities of the EHEAP program as requested by the WCFAAA.
  • April 10, 2012, the board approved the 2012/2013 EHEAP Agreement with the effective dates of April 1, 2012, to June 30, 2013.
  • Amendment #2 increases the agreement as a result of additional federal funds to the State of Florida and replaces the budget summary to reflect the increase.
  • Approximately 20 additional applications for electric payment will be able to be processed due to this increase.
  • Budget Resolution B-13-040 reflects increased program funds from the state of $7,144.
