15th Street East Roadway Redevelopment Letter

Action Requested

Authorization for the Chairman to send the attached letter requesting the FDOT to promote the 15th St E PD&E project to include components that include the County's complete street policy and multi-modal desire for this roadway; which would support mixed uses and more intense development in the area.

Background Discussion

The FDOT Work Program includes a Project, Development, and Environment study and design funding for 15th Street East from Tallevast Road to SR 70. As part of this study and design there are several items that should be considered.

Since this is in the FDOT work program as a result of the Sarasota-Manatee MPO, the PD&E will follow the MPO policies. In particular, the Roundabout Feasibility Consideration Policy, shall include roundabout intersection design feasibility in the PD&E.

In addition, this roadway is within the South County Community Redevelopment Area. The CRA meets the requirements of Florida Statutes and was adopted by the Board of County Commissioners in 2002. In addition, specific to this roadway, the 2006 South County CRA Plan's goals include improving transportation, sidewalks, and street lighting. Other goals included creating a better community identity and improving retail services in order to encourage development and redevelopment of more mixed use and more intense development within the area.

Finally, in 2012, the BoCC adopted a complete street policy, which encourages more design emphasis on alternative modes of transportation in areas with significant pedestrians, bicyclists, and transit users (i.e., future activity centers, mixed use centers, redevelopment areas, areas near schools and colleges, etc.). Complete Streets contribute to healthy and livable communities by encouraging walking and biking to work, shopping, schools, parks, and other local destinations through the design of multi-modal options on roadways.

Staff research has shown that major redevelopment tends to occur when a roadway improvement is central to the area. Considering this and all the above, this roadway project is an excellent opportunity to be a catalyst to revitalizing the South County CRA area.
