Action Requested

A. Authorization for the Chairman to execute a letter to WCIND approving the use of WCIND, Countywide Navigation Improvement Funds (CNIF) for:

1.  Maintenance dredging of Flamingo Cay channel in the amount of $15,000.

2. Dredging of portions of the Manatee River from I-75 to just west of Ft. Hamer in the amount of $900,000. 

B. Authorization for WCIND to conduct a feasibility study of various navigational access channels within Bradenton Beach using regional funds and not to exceed $10,000.

Background Discussion

WCIND has conducted bathymetric surveys of Flamingo Cay and portions of the Manatee River as directed by the Board of County Commissioners.  In both cases, dredging is recommended:

1.  Flamingo Cay:  An estimated 50 cubic yards needs to be removed from the channel.  The estimated costs for dredging and project management is $15,000. 

2.  Manatee River:  An estimated 17,000 cubic yards of material needs to be removed from the area of I-75 to just west of Ft. Hamer.    The estimated cost for dredging, containment, and project management is $900,000.

  • Dredging requires permits from the Army Corps of Engineers (ACOE), FDEP, and Manatee County (for spoil disposal).  Spoil disposal for this project is proposed from the County owned property at Hidden Harbour Park.  FDEP has issued their permit. ACOE has not yet issued the federal permit.
  • Because the project could take up to 4 months to complete, if work on the river is not begun by mid August, the project will not be started until the completion of the 2013-2014 rowing season in March 2014.  
  • Adding $900,000 to the WCIND  5 year Capital Projects budget creates a deficit in the fifth year (2018) of the program.  While this project may proceed, the WCIND 5 year plan will be discussed during the Board's CIP work session where several alternatives will be considered to address and balance the projected deficit in 2018.

3.  The Board on behalf of the City of Bradenton Beach requested that WCIND conduct bathymetric surveys on the navigational channel serving the Coquina North boat ramp as well as the access channel which parallels the shoreline between the Coquina North boat ramp and the Bridge Street pier. The completed bathymetric surveys identified areas requiring some amount of dredging to improve navigability.  In the case of the access channel, there are challenging issues regarding potentially significant impacts to protected seagrasses and limited navigational routes that will require strategic analysis prior to permit application.  For this reason, WCIND is recommending that a feasibility study be conducted using regional funds to examine this system of navigational travel ways and determine the extent of potential resource mitigation which may be required.  The use of regional funding is justified due to the study's consistency with previously completed feasibility reports.  WCIND's Waterway Development Program rules do not allow for pre-construction costs such as permitting when using local WCIND funds.  The feasibility study will provide valuable data, not currently available, than can be used during the permitting application process. The study will also establish a precedent for future similar situations involving protected resources and historical usage.
