Background Discussion

During a Council of Government's meeting April 2012, the Parks & Recreation Department and School District staff were asked to find opportunities to open school facilities to the public during non-school hours.

A Joint Use Facilities Committee was formed, including School Board member Barbara Harvey, Manatee County Board Commissioner Michael Gallen, and staff members from both the School District and the County.

Parks & Recreation Department and School District staffs researched opportunities and found residents that live in the community surrounding Daughtrey Preparatory School are avid soccer players and are currently playing in the outfield of the softball field at Pride Park in the same community.  The community is in need of a soccer field for play.

School District staff have been working with County staff to construct a soccer field on the Blanche H. Daughtrey Preparatory School open field space, which when built, would be used by the public during non-school hours.

Bermuda sod will be donated by Schroeder-Manatee Ranch, Inc. (SMR) and the County will be responsible for the installation.

The cost breakdown of the County's responsibility includes:

  • Sod installation - $7,600
  • Soccer goals - $3,000
  • New pump and irrigation heads - $2,100
  • Fence the area - $8,500
  • Trash cans - $750

Total = $21,950 is needed of the $30,000 available from CRA

The breakdown of the County's annual operating costs includes:

  • Soccer field maintenance: $9,100
  • Trash can liners: $655
  • Portolets: $1,440

Total = $11,195 annually from Parks Maintenance funds

Parks & Recreation Department staff have been working diligently with School District staff to bring this agreement to fruition.  We need to move quickly so we can take advantage of the grow-in season as it will take approximately six weeks to establish Bermuda sod; if we miss the grow-in season, we will not be able to open the field this year.

Therefore, we are asking the Board to authorize the execution of the attached Interlocal Agreement for Joint Use of Facilities at Blanche H. Daughtrey Preparatory School of Arts and Sciences.

This agreement will be presented for execution at the next available School Board meeting June 24, 2013.
