Background Discussion

The Florida Department of Children and Families announced the availability of the Criminal Justice, Mental Health and Substance Abuse Reinvestment Grant #LZH01. If awarded the grant period begins October 1, 2013. This grant is for a three year period for a total of $1.2 million. A cash match is not required for the application, but extra points awarded in scoring process for a 10% match ($40,000). FY 2014 requires a 10% cash match, and FY 2015 requires a 15% cash match.

There is a requirement to match the grant 100% with in kind and cash matches, which we have budgeted to minimally be able to match. This is all in kind except for the required percentage cash matches. The total amount being requested is for $1.2 million over 36 months.

The intent of the grant is to divert those adults at risk from mental health, substance abuse and co-occurring disorders from the Criminal Justice system utilizing coordination between law enforcement and treatment.  The plan is to use the Transportation Exception Plan model to include non-Baker Act clients in the diversion process.  

This grant requires a collaborative approach under the auspices of the Public Safety Coordinating Council.

Notice has been given via an email with the grant link and corresponding information to all Public Safety Coordinating Council members as well as Turning Points and NAMI representatives on 5/30/13 as this is a community based collaborative effort. Additionally, this topic has been discussed at PSCC meetings where there was opportunity for public comment. A team approach to application has been utilized, and data gathering continues.

The application is due to Department of Children and Families no later than July 9, 2013. As the Board will be on break during this time frame, and a match is requested, this agenda item is being presented for Board approval to allow the County Administrator to execute the grant.
